- Synopsis: Notice Type: Pre-Solicitation Synopsis Posted Date: 8 December 2014 FSC: R425 - Support- Professional: Engineering/Technical NAICS Code: 541330- Professional, Scientific, and Technical Services -- Engineering Services Title: Combat Field Service Equipment Team (CFSET) Services Solicitation Number: W911QY-15-R-0002 Agency: Department of the Army Office: Army Contracting Command Location: ACC-APG This is a Pre-Solicitation Notice for the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Solicitation No. W911QY-15-R-0002. The US Army Contracting Center, Aberdeen Proving Ground, Natick Contracting Division (NCD) on behalf of Product Manager Force Sustainment Systems (PM-FSS), located at the Natick Soldier Systems Center intends to issue a solicitation under Authority of FAR Part 15, for Combat Field Service Equipment Team (CFSET) Services in support of Program Force Sustainment Systems (PM-FSS) missions Technical Assistance Team (TAT) and Base Camp Integration Laboratory (BCIL). The Government is anticipating awarding a single Firm Fixed Price Five Year Indefinite Delivery, Indefinite Quantity (IDIQ) type contract. The Government reserves the right to award one or no contracts as a result of the solicitation. The North American Industry Classification System (NAICS) code is 541330, (Professional, Scientific, and Technical Services -- Engineering Services), and the size standard is $14.0 Million. When released, the formal solicitation, including all amendments and applicable documents, will be available in electronic medium on or about 7 January 2015 via Fedbizopps.gov (TELEPHONE CALLS WILL NOT BE ACCEPTED). Offerors must register in the System for Award Management (SAM) at SAM.gov prior to submission of proposals. It is the offeror's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. The Product Manager for Force Sustainment Systems (PM-FSS) is in need of two teams of personnel to support fielded equipment around the globe; the Technical Assistance Team (TAT) and the Base Camp Integration Laboratory (BCIL). The equipment is typically related to Quartermaster activities and includes, field feeding equipment, laundries, showers, latrines, mortuary affairs, tentage, tactical shelters, larger semi-mobile shelters, cargo aerial delivery and Force Provider (FP). Primary support is for deployed FP modules. Each module houses up to 600 personnel and consists of tentage, latrines, showers, kitchens, laundries and other enhancements to quality of life in the field. It is anticipated that proposals shall include the following volumes. VOLUMES: I - Administrative: Section I: Executive Summary Section II: Solicitation Documents Section III: DCMA POCs, CAGE,DUNs and TIN. Section IV: Representations & Certifications. Section V: Financial Documentation Section VI: Signed Teaming Agreements (if applicable). II - Technical A: Recruitment Competency B: Management Plan III - Past Performance IV - Contract Price V - Small Business Participation Plan and Small Business Subcontracting Plan (Large Business only) It is anticipated that a question and answer session will be available during the first ten (10) days after a solicitation is released. During that time frame questions shall be submitted via ASFI no later than the date specified in the solicitation when released (Telephone Calls Will Not Be Accepted). The Government may provide its responses via ASFI and through amendments. The Government will not guarantee a response to any question and/or clarifications after the submission deadline in the solicitation. Information regarding this requirement will be communicated via FBO. TELEPHONE CALLS WILL NOT BE ACCEPTED.
