Description

Sources Sought Notice This Sources Sought is to determine the proper set-aside category for a solicitation to renovate the 4th Floor, A and B wings of the Albany VA Medical Center for a Community Living Center. The highest priority set-aside category with at least 3 responses (2 in the event of SDVOSB or VOSB) will be used in any forthcoming solicitation for this project. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although proposal, contractor, and offeror may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by the VA Hospital in Albany, NY for the purpose of collecting information about the interest and bonding capabilities to Renovate the 4th Floor, A and B wings of the Albany VA Medical Center. This project shall include but not be limited to the following: Provide all necessary resources needed to perform all work necessary to renovate approximately 13,980 square feet of existing office space located on the fourth floor of wing 4A at the Stratton AV medical center located at 113 Holland Ave, Albany NY 12208. Existing office space will be renovated to construct a Community Living Center CLC per design drawings and specifications (not attached). Construction of the CLC facility Phase A, will support twelve (12) individual homes in wing 4A and provide various common use and support areas for the residents, as may be required, to support the operational model of a "neighborhood". Provide all necessary resources needed to perform all work necessary to renovate approximately 9,145 square feet of existing office space located on the fourth floor of wing 4B at the Stratton AV medical center located at 113 Holland Ave, Albany NY 12208. Existing office space will be renovated to construct a Community Living Center CLC per design drawings and specifications (not attached). Construction of the CLC facility Phase B, will support twelve (12) individual homes in wing 4B and provide various common use and support areas for the residents, as may be required, to support the operational model of a "neighborhood". Construction includes total demolition of the space for replacement of existing windows, doors, lighting, walls, ceilings, floors, piping and HVAC equipment & ducts; installation of a geothermal HVAC system, removal and replacement of all electrical power distribution, including all wiring, outlets and connections including all emergency power systems, new sprinkler piping, domestic hot and cold water, installation of new telecommunications/data, security, life/fire safety, duress, medical gases, and asbestos abatement per design. All asbestos insulation and piping removals are to be taken back to the main risers. (e) It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 236220, "COMMERCIAL AND INSTITUTIONAL BUILDING CONSTRUCTION", with a size standard of $33.5 M. However, the estimated construction value of this project falls within the range of $5,000,000 and $10,000,000. Due to this magnitude, it is the government's intent to solicit the below information. (f) Responses to this sources sought notice must include the following information: (1) General information about your company including name, address, contact person, phone number, email address(s), DUNS number and company website if available. (2) Type of business such as Service Disabled Veteran Owned small business, Veteran Owned small business, 8(a), small business, Hub Zone small business, Small Disadvantaged business, large business, etc. (3) A letter from your bonding company acknowledging the following i. The availability of bonding capacity to provide your firm with the appropriate performance and payment bonds. ii. Willingness to provide said bonds iii. Intent to provide said bonds upon submission of a proposal and/or subsequent award, for any resultant solicitation/award generated from this notice. NOTE: Should bonding be tied to a third party, please specify in your letter. This will not be a disqualifying determining factor in your review. (4) A signed affirmation that your company has not been issued a show cause letter, cure notice, terminated for default, or been denied a Small Business Certificate of Competency. (5) A certification that the bidder/offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years. Notification shall be submitted as soon as possible but no later than 4:30 PM EST, Thursday, January 8, 2015.
