DRAFT PWS for C-40 (B-737-700/800) Pilot Training SOURCES SOUGHT ANNOUNCEMENT The 763d Specialized Contracting Squadron (763 SCONS) is seeking sources for the contemplated follow-on contract to provide flight training for the C-40 (Boeing 737-700/800) flight crews for Headquarters Air Mobility Command Directorate of Operations Training Division (HQ AMC/A3T). CONTRACTING OFFICE ADDRESS: 763d Specialized Contracting Squadron 507 Symington Drive, Rm W202 Scott AFB, IL 62225-5022 INTRODUCTION: This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets: Small Disadvantaged Businesses, HUBZone Small Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, and Woman-Owned Small Business) to provide the required products and/or services. The 763 SCONS is seeking market information for potential sources capable of providing flight training for the C-40 (Boeing 737-700/800) flight crews, described herein. The C-40 (Boeing 737-700/800) flight crew training includes initial, refresher, recurrent/evaluation, and senior officer flight training courses. Also included will be additional hourly simulator time, simulator position fill-ins, and a one-day Air Force training session in which the Government utilizes the contractor's simulator and facilities to conduct Air Force-specific training. Additional requirements are described in the attached Draft Performance Work Statement (PWS). Please note that this PWS is in DRAFT form and actual tasks required may change prior to solicitation. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: This requirement is a potential follow-on to Contract F33657-01-D-0013, currently being performed by The Boeing Company. Contract F33657-01-D-0013 is a commercial, firm fixed price (FFP) contract. Each course is separately priced with a class of two students. The courses include initial, refresher, recurrent/evaluation, and senior officer flight training courses provided by Boeing. The Government is contemplating use of Firm Fixed-Price CLINs. However, as no acquisition plan has been approved, the procurement strategy is subject to change. Additionally, there is currently no timeframe for potential RFP release. Should a future requirement(s) evolve from this preliminary planning process, it is anticipated the period of performance will be a one-year base period, with up to four one-year option periods. The estimated start date is 01 October 2015. REQUIRED CAPABILITIES: HQ AMC/A3T requires academic and simulator training supporting USAF Active Duty C-40 (B-737-700/800) flight crews. When requested, the contractor will provide simulator time on an hourly basis. Required training includes academic and simulator training for the following courses: Initial Qualification Pilot Training, Refresher Pilot Training, Pilot Recurring Evaluation Training, and Pilot Senior Officer Training. Training shall be conducted at the contractor's facility in a Federal Aviation Administration (FAA) approved training center by FAA approved instructors. C-40 (B737-700/800) training shall be conducted at the contractor's facility. Training shall be conducted in a FAA approved training center by FAA approved instructors. Contractor shall update associated simulator software within 30-days of release to the USAF aircraft fleet. Simulators shall be configured with General Electric CFM-56-7B27 engines and dual cue flight directors with the Rockwell Collins model 4000 Head-Up Guidance System (HGS). Contractor shall update associated simulator software within 30-days of release to the USAF aircraft fleet. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM: The anticipated North American Industry Classification System (NAICS) code for this requirement is 611512 - Flight Training - with a corresponding size standard of $27.5M. To assist 763 SCONS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Large or Small Business Size and (Type of Small Business if applicable); 4) Cage Code; 5) DUNS Number; 6) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) 7) Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to provide the required simulator configuration and perform the services listed in this PWS. Documentation should be in bullet format.
