- Attachment I This is a SOURCE SOUGHT SYNOPSIS for market research purposes. THIS IS NOT A REQUEST FOR QUOTATIONS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. The National Institute of Standards and Technology (NIST) is seeking vendors, other than the equipment manufacturer, who can provide repair and maintenance services for the Keysight Technologies instruments and the accessories identified within Attachment I for a base period of one year with four one-year option periods. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two small businesses are identified during this market research, then a competitive procurement that results may be conducted as a small business set-aside. The equipment is owned by the NIST Engineering Laboratory (EL), Material Measurement Laboratory (MML), and the Physical Measurement Laboratory (PML). The equipment is housed within the NIST Gaithersburg, MD and Boulder, CO campuses. NIST requires a service agreement for the instruments identified under Table 1 of Attachment I. Service and maintenance shall include unlimited emergency visits during NIST's regular business hours, scheduled preventive maintenance visits, and the installation of all software updates. Covered expenses shall include all parts, labor, travel, and per diem. NIST further requires ad hoc repair services for the instruments identified under Table 2 of Attachment I. Covered expenses shall include all labor, travel, and per diem. Vendors must have expertise and experience to repair all covered equipment. Expertise and experience must be sufficient to demonstrate that it is the same as or similar to proprietary knowledge of the covered equipment, including access to parts approved for use by the original equipment manufacturer, hardware, software updates, and necessary equipment drawings and/or schematics. All information considered pertinent to the covered requirement must be sent to Adam C. Powell, Contract Specialist, National Institute of Standards and Technology, Office of Acquisition and Agreements Management, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Information submitted must be specific and address each of the above points. Submissions must be received not later than 5:00 p.m. Eastern Time on December 15, 2014. Original and e-mail submissions are acceptable. Vendors shall identify their business size in accordance with North American Industry Classification System (NAICS) Code 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard is $20.5M.
