Description
Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to determine potential bondable and experienced businesses such as: Service-Disabled Veteran-Owned Businesses (SDVOSB), Veteran-Owned Businesses (VOSB), 8(a) contractors, HUBZone Small Businesses, Women-Owned Small businesses (WOSB), and Small Disadvantaged Businesses (SDB), with regard to an upcoming project for the Ground Floor Phase 2A to renovate and repair the existing Warehouse facility and loading dock, involves new walk-in freezer units on 3rd Floor, renovate office spaces, renovate receiving and assorted storage areas; including alteration/expansion of associated mechanical, electrical, and plumbing components. Design includes a new ventilation system for the Warehouse designed for 4 ACH in Summer and 2 ACH in Winter. Office areas are served by a new air-handling unit with a chilled water coil and heating water coil for preheat. This unit is variable volume and utilizes a variable speed drive to adjust airflow based on demand and to maximize energy efficiency. All zones are served by air terminal units with DDC control for each zone. The supply and return air are fully ducted to and from the new air handling unit. Unit has recirculated return air, minimum outside air, and air-side economizing. House steam is utilized to produce heating water via a hew heat exchanger. 35% propylene glycol will be utilized in the heating water loop serving the warehouse. New cooling-only fan coil units are provided for the two IT closets. These fan coil units are tied into both the house and back-up chilled water systems. Approximate Area: 30,000 gsf. The estimated cost for this project is between $2,000,000 and $5,000,000. The firm should have an approved North American Industry Classification System (NAICS) of 236220 with the size standard of $36.5 Million average annual gross revenue to be considered a small business. At this time, no solicitation exists, therefore, do not request a solicitation. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety) for a single project and aggregate; and (4) Construction experience of similar projects in size, scope, complexity, and dollar amount. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the solicitation separately from their response to this sources sought. Please submit capability packages via email to: Angeleque.Batkins@va.gov no later than 4:00 pm EDT on December 22, 2014 and in the subject line state "Ground Floor Phase 2A and [Company Name]". CFM anticipates the solicitation will be issued March 2015, and will be posted only on the Federal Business Opportunities website (https://www.fbo.gov). At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
