- The 338th Specialized Contracting Squadron (338 SCONS) is seeking information concerning the availability of potential sources for MQ-9 Reaper Remotely Piloted Aircraft (RPA) Pilot and Sensor Operator training in support of the Royal Netherlands Air Force (RNLAF). Based on the following information, the goal of this RFI is to determine the number of potential training sources available who can train MQ-9 Pilots and Sensor Operators to a level equal to the current established USAF training standards, along with a Rough Order of Magnitude (ROM) estimate to accomplish the required training: The RNLAF MQ-9 Training Requirements: PURPOSE: Provide brief description of knowledge/experience, proposed training process, training resource availability and ROM of the cost to support MQ-9 Reaper Pilot and Sensor Operator Training. BACKGROUND: The RNLAF has submitted Letters of Request for USAF MQ-9 Pilot and Sensor Operator training. However, the number of USAF MQ-9 Pilot and Sensor Operator training quotas requested are not available during the timeframe identified. Therefore, the RNLAF is seeking a commercial option to accomplish their MQ-9 Reaper pilot and sensor operator training requirements. STATEMENT OF OBJECTIVE: 1. The contractor shall provide training for: - MQ-9 Reaper Pilots in a syllabus identical or similar to the USAF MQ-9 International Training syllabus: MQ-9IQT (PILOT); Title: MQ-9 Basic and Requal Course (B/TX-1) Pilot - MQ-9 Reaper Launch/Recovery pilots in a syllabus identical or similar to the USAF MQ-9 International Training Syllabus: MQ9PSOLRC-PILOT; Title: MQ-9 Pilot Launch/Recovery Training Course (Pilot) - MQ-9 Reaper Sensor Operators in a syllabus identical or similar to the USAF MQ-9 International Training Syllabus: MQ-9IQT (SENSOR); Title: MQ-9 Basic and Requal Course (B/TX-1) Sensor - MQ-9 Reaper Launch/Recovery sensor operators in a syllabus identical or similar to the USAF MQ-9 International Training Syllabus: MQ9PSOLRC (SENSOR); Title: MQ-9 Sensor Launch/Recovery Training Course (Sensor) 2. Prerequisites: All MQ-9 pilot and sensor operator training candidates will meet the same training prerequisites/qualifications as set forth in respective USAF training syllabus listed above. 3. Pilots and Sensor Operators shall be trained as crews, consisting of 1 pilot and 1 sensor operator per crew. DELIVERABLES: The contractor shall provide a description of knowledge/experience, proposed training process, training resource availability and Rough Order Magnitude of the cost required to achieve the following MQ-9 Reaper Pilot and Sensor Operator Training quotas: For fiscal year (FY) 2016: - 4 to 7 MQ-9 pilot/sensor operator crews;and - 1 to 2 MQ-9 Launch/Recovery pilot/senor operator crews. For FY17: - 4 to 7 MQ-9 pilot/sensor operator crews;and - 1 to 2 MQ-9 Launch/Recovery pilot/senor operator crews. This Sources Sought Notice is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources in support of the Government's requirements. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted. This is NOT a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this Sources Sought Notice will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611512, Flight Training, and the corresponding Small Business Administration (SBA) size standard is $27.5M. If your firm is capable of providing the requirements described above, please provide a Capability Statement to Kenneth McCright at kenneth.mccright.3@us.af.mil no later than (NLT) 15 January 2015 by 1600 CST. Please do not call the contracting office for information; email any questions to avoid any misunderstanding or confusion. The Capability Statement should also include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the training objectives. The following information is requested: (1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Any small business status based on NAICS 611513 (8(a), HUB Zone, veteran-owned, women-owned, etc.); (4) Indicate if your role in the performance of the consolidated requirement would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor" on Question 4, indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" on Question 4, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a large service contract such as this; (7) If you indicated your role will be a "Subcontractor" on Question 4, please indicate which functional areas you intend to cover; (8) Indicate if your company primarily does business in the commercial or Government sector; (9) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable]; (10) Indicate which NAICS code(s) your company usually performs under for Government contracts; (11) Request large and small businesses provide a reasonable expectation for small business utilization as a percent of a total contract value. Please provide supporting rationale for the recommended percentage. The Government reserves the right to decide whether or not a small business set-aside (SBSA) is appropriate based on responses to this notice. *The ROM price should include support costs, such as lodging and transportation, as optional add-ons.
