Description
Interested contractors must meet the following criteria: Contractor personnel must meet all security and safety requirements necessary to perform work on US Navy Commissioned Submarines in an industrial area at a Naval Shipyard. The Contractor must be an activity authorized to perform SUBSAFE work as identified in NAVSEA Notice 5000. Inspection and repair activities involve SUBSAFE components and work. The Regional Maintenance Center at Puget Sound Naval Shipyard, Bremerton, Washington intends to award a Level-of-Effort contract for Journeyman SUBSAFE/Level 1 Marine Mechanic Supervisors/Work Leaders, Marine Mechanics Trade Support, and six (6) Marine Chemist visits at Naval Base Kitsap Bremerton, Washington. The period of performance for this acquisition is 16 March 2015 through 31 July 2015. Only contractors approved under NAVSEA Notice 5000, Activities Authorized to Perform SUBSAFE Work will be considered. No SUBSAFE/Level 1 work is allowed to be outsourced to a non-NAVSEA Notice 5000 activity without prior NAVSEA approval and Supervising Authority notification. The offeror must be able to demonstrate the ability to provide a journeyman-level SUBSAFE/Level 1 Marine Mechanic work force with requisite qualifications, training, job skills, and equipment resources to perform standard SUBSAFE/LEVEL 1 work in a Navy Shipyard environment. Marine Chemists shall comply with 29 CFR 1910 Hazardous Material/Hazardous Communications Standards, 29 CFR 1915 Shipyard Industry. Potential offerors are invited to respond via email to bart.franklin@navy.mil. The subject line of this email shall state "Synopsis N4523A-15-R-0003". All questions regarding this pre-solicitation shall be submitted in writing no later than three (3) days before the synopsis closing date of 19 December 2014. Responses received after the 19 December 2014 deadline shall be considered unacceptable, and will not be considered. INFORMATION FOR POTENTIAL OFFERORS This pre-solicitation synopsis is for informational purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government intends to post a solicitation on or about 23 December 2014. Offerors can view and/or download the solicitation, and any attachments, at https://www.fbo.gov when it becomes available. All Offerors must be registered with System for Award Management (SAM) to receive award of Government contracts. Offerors are also advised that these representations and certifications can be completed electronically via the System for Award Management website at http://www.sam. gov. The Government does not intend to award a contract based on this synopsis or otherwise pay for the requested information.
