- SPACE AND NAVAL WARFARE SYSTEMS COMMAND (SPAWAR), on behalf of the Program Executive Office Command, Control, Communications, Computers, Intelligence (PEO-C4I), NATO Improved Link Eleven (NILE) Project (PMW 150), intends to award a sole source Indefinite Delivery Requirements (ID Requirements) contract to Raytheon Secure Information Systems, LLC, 359 Van Ness Way, Torrance, CA 90501-1435 to produce up to 850 Link 22 Modernized Link Level COMSEC (MLLC) devices under the authority of 10 U.S.C. 2304(c)(1) and in accordance with FAR 6.302-1, Only One Responsible Source. A Justification and Approval is expected to be approved and posted to e-commerce, as required by AT&L memorandum Public Disclosure of Justification and Approval (J&A) Documents for Noncompetitive Contracts dated 13 February 2009. This contract is expected to have a ten (10) year ordering period, one five (5) year base and one five (5) year option with Firm Fixed Price (FFP) CLINs for the MLLC/LLC-7M units, Repair Services, and Warranty; Cost Plus Fixed Fee (CPFF) CLINs for Engineering Services and complex Repair Services; and Cost CLINs for Other Direct Costs (ODCs Material and Travel). Raytheon is currently completing development of the MLLC, including the KIV-7ML22, a major hardware and software component of the MLLC and is the only cryptographic device that will work within the design of the MLLC. The KIV-7ML22 is the KIV-7M hardware modified with KIV-7ML22 nomenclature and any additional self-contained hardware and all Link 22-related software required to allow full-capability to operate within the MLLC. Raytheon is the sole source manufacturer of the KIV-7M itself, a Commercial Off The Shelf (COTS) Type 1 NSA-certified device proprietary to Raytheon. The US Government does not have license rights to the core KIV-7M software used for the MLLC. Given the complex, unique, and highly specialized nature of this communications technology, Raytheon is the only vendor capable of producing this closely coupled and proprietary MLLC device to satisfy the Governments requirement without unacceptable delays, substantial duplication of costs, and without impacting operational readiness of U.S. Navy and FMS Link 22 users.
