Description
DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited. Radio Frequency Electronic Warfare Technique Demonstration (REWTD)Request for Information (RFI)October 2014 This is a Request for Information (RFI) synopsis. This RFI is for planning purposes only. This is NOT a request for Quotations or Proposals. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Description The U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronic Research, Development and Engineering Center (CERDEC) is conducting this RFI to determine the availability and development status of technologies to support an Electronic Countermeasure (ECM) technique effectiveness laboratory infrastructure. The government is investigating the architecture to provide hardware-in-the-loop testing of Radar and Radar countermeasure systems for the development of Electronic Attack (EA) and Electronic Protection (EP) techniques. Instead of a laboratory architecture that focuses on a specific jammer or radar system, the desired outcome would be modular with interchangeable hardware and simulators for various mission scenarios. The intent of this RFI is to determine the technical maturity of the hardware components and simulators necessary to allow for a flexible architecture. The information gathered will be used by the U.S. Army to generate requirements for the laboratory architecture. Background The current methods of developing and testing countermeasure techniques for the Army are costly and time-consuming, requiring travel and dependence on assets of other services. The objective of this lab is to provide an organic development capability and baseline effectiveness measure for various radars, radar warning receivers, jammers, and platforms. The modular approach to this architecture with the goal of interchangeable systems and platforms necessitates flexible hardware/software/data collection components and methods that cover many scenarios. A simple, well-documented graphical user interface (GUI) for system interoperability and control is also essential. Topics of Interest We are specifically seeking input on the following topics: Radar countermeasure EA technique development Radar system EP technique development In-lab EA/EP technique effectiveness testing DISTRIBUTION STATEMENT A. Target generator that accounts for environmental effects (e.g. clutter) ECM generation o Noise and coherent techniques Direct inject and free space radiation capability (both input and output) Open architecture and software reprogrammable Radar system simulator/signal processing model o Direct inject and free space radiation capability (both input and output) o Programmable parameters/output Radar emulator Software programmable for EP technique development o Acquire and track target from generator o Input of EA signal from jammer o Effect of jamming on signal processing Connections/Interfaces Command and control system Responses Interested parties are requested to respond to this RFI with a white paper. This submission shall be limited to 10 pages in length. Multiple submissions for different component technologies will be accepted. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned). The responses shall include, but not be limited to: (a) a one page summary of the party's experience with the component technology, (b) a description of the party's technology solution that will be capable of being integrated the lab architecture, (c) description of the cost and schedule necessary to complete the task, (d) evidence of current TRL 6. The government will review the submitted responses and may schedule further discussions with responding vendors. Responders will be contacted individually. All information is requested within twenty-one (21) days of announcement via email to usarmy.apg.cerdec.mbx.i2wd-ewags-rfi@mail.mil. Questions may be directed to the aforementioned email address. If you choose to submit proprietary information, please mark it accordingly. Classified information is preferred to be submitted via SIPRNet to usarmy.apg.cerdec.mbx.i2wd-ewags-rfi@mail.smil.mil. If you do not have access to SIPRNet, request mailing instructions for a hard copy through the unclassified email address. Responses submitted by contractors that contain U.S. classified military information (CMI) generated in conjunction with a DOD program should be classified in accordance with the applicable SCG. Please include a copy of the SCG with the submission. Only U.S. citizens are authorized to respond to this RFI. The government will review the submitted responses and may schedule further discussions with responding vendors. Responders will be contacted individually.
