All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. (a) In accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items, simplified acquisition procedures will be used to procure the maintenance services for BIF brand equipment. The Government will award a contract to the responsible company who offers the lowest priced technically acceptable quote that conforms to all the specifications outlined in the solicitation and will be most advantageous to the Government, price and other factors considered. Each Quoter shall provide past performance information which demonstrates their technical capabilities in accordance with the requirements in the Performance Work Statement. Tradeoffs are not permitted. It is the intention of the Government to award without discussions. The following factors shall be used to evaluate offers: (i) Relevant Past Performance shall be evaluated. (ii) Price. Price will be evaluated using one or more of the price analysis techniques in FAR 13.106-3. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the government will evaluate its option to extend services (see FAR clause 52.217-8) by adding one-half of the offeror?s final option period price to the offeror?s total price. Thus, the offeror?s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and one-half of the 4th option.
