Description
Materials submitted in response to this Request for Information (RFI) will be reviewed by PEO SHIPS (PMS325) in order to develop a general characterization of previously constructed Patrol Boats (PBs) in the 24-meter to 55-meter overall length (Loa). PEO SHIPS' (PMS325) analysis of submitted materials is to increase the visibility of previously built PBs to those customer countries with an interest in the US Government's Security Assistance Programs. Materials provided will become the baseline information/data in the coordinate efforts between PEO SHIPS (PMS325), Combatant Commands (COCOM), Navy International Program Office (Navy IPO) and customer countries regarding potential future Security Assistance (SA) efforts. These coordinated efforts will assist the COCOMs and their customer countries in determining what surface combatant vessel requirements could successfully be achieved through a Foreign Military Sales (FMS) Case. It is important that respondents segregate materials submitted under this RFI into two (2) compact discs (CDs): 1. The first CD shall be public domain materials (e.g. marketing information) about a suggested PB and its supplier. The Government may provide the COCOMs the public domain materials and thus maybe provided to potential customer countries. This CD shall be clearly marked "FOR UNLIMITED PUBLIC DISTRIBUTION". 2. The second CD may contain; at the submitter's option, proprietary information and technical data for US Government use only. This CD shall be marked "FOR US GOVERNMENT USE ONLY". NOTICE: It shall be the responsibility of the submitter to ensure all provided materials are clearly marked. It shall be the responsibility of the submitter for International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) compliance. The US Government will not be held liable for the submitter's failure to mark, or otherwise erroneously marked, materials. INSTRUCTIONS FOR SUBMITTING MATERIALS What to Submit : Interested sources should submit the following: (1) Marketing Information (CD #1) may contain information as determined by the submitter. (2) Proprietary Information (CD#2) includes the following: a. A completed copy of Attachment-1, Capabilities, Description and Schedule; for EACH PB design being submitted; b. Additional technical data/drawings supporting each PB submitted. (3) Each CD should include a.TXT file that contains the following: a. The submitter's Company name and address; b. The submitter's Company Point of Contact information to include name, title, phone, and email address; c. The Small Business Administration's classification of the submitter's Company. Note: The level of details in the submitted drawings and/or depth of technical information is at the submitter's discretion. The submitter can provide as much or as little or nothing in support of the information provided on the MS Excel spreadsheet. When to Submit : Responses are requested by 30 January 2015 at 12:00PM EST. Notice Regarding Request : Please note that the purpose of this RFI is to identify potential sources for information purposes only. This RFI does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. Other : The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the government return any information/data provided.
