- Emptoris Registration Instructions The USPS is pre-qualifying contractors for the Roof Replacement at the USPS Processing & Distribution Center, 10410 Perrin Beitel Road, San Antonio, TX 78284-9991. Work includes but is not limited to the full roof replacement with a USPS Specification compliant Energy Star 2-ply Modified Bitumen roof system. This work includes removal of the existing roof system, inspection of the existing structural deck and making structural deck repairs (if necessary), and installation of a multi-layer insulation system achieving a minimum R-value of 20, a ½-inch minimum thick gypsum-board cover-board, and 2-ply modified bitumen membrane. The San Antonio, TX P&DC is a USPS-Owned facility located in San Antonio, Texas. Estimated cost of the work is between $3,500,000 and $4,500,000. As part of the evaluation process, all offerors will be required to submit the following: a) Three (3) satisfactory examples of comparable projects in an active, operational facility, such as a U.S. Postal Office, government, commercial, or manufacturing-type building. Comparable projects are defined as projects with a similar scope of work, where you were the prime contractor, with a dollar value greater than $2 Million, completed in the past five years. b) As part of the evaluation process, all offerors will be required to submit a Company Health & Safety Plan. Prior to award, the successful contractor will be required to submit a Project Specific Safety Plan acceptable to the USPS Contracting Officer. c) Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. d) In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP on any award exceeding $500,000. The successful offeror will be required to submit a project specific Management Plan. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the construction business for a minimum of five (5) consecutive years. a) Prior Experience: Contractor must provide three (3) satisfactory examples of comparable projects in an active, operational facility, such as a U.S. Postal Office, government, commercial, or manufacturing-type building. Comparable projects are defined as projects with a similar scope of work, where you were the prime contractor, with a dollar value greater than $2 Million, completed in the past five years. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing of facilities. If your organization wishes to participate in this solicitation, the following are instructions on how to participate: If your company is already registered in Emptoris, please contact Eileen Walker at eileen.a.walker@usps.gov or James Cooley at james.a.cooley@usps.gov to notify the USPS of your intent to bid on this project. If your organization wishes to participate in this solicitation and you are not registered in Emptoris, please contact please contact Eileen Walker at eileen.a.walker@usps.gov or James Cooley at james.a.cooley@usps.gov or and request Emptoris registration instructions. Once a supplier completes the registration process, the Postal Service will review the entry within three (3) business days to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to January 05, 2015. Each organization must "accept" the Invitation in order to place a proposal in Emptoris. Any required documentation may be attached to your proposal after submitting total dollar amount of proposal in Emptoris. Please see the attached Emptoris Registration Instructions. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
