- SOURCES SOUGHT SYNOPSIS For Mooring Buoys - W9126G-15-S-0006 This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Galveston has been tasked to solicit for and award a procurement to supply a quantity of 25 mooring buoys at Brazos River Flood Gates, Freeport, Texas. Two options of 5 each are included. Procurement includes FOB destination with offloading. Proposed project will be a competitive, firm fixed price contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. FULL DESCRIPTION OF THE PROJECT TO INCLUDE 1. Commercial Mooring Buoys 2. Product Description: Buoys shall be compatible with the mooring device and shall have the following minimum dimensions: 10-feet in diameter, +6 inches, -0; 5-feet tall buoy hull, +6 inches, -0; height, exclusive of mooring device. Buoys shall be equivalent to Ocean Guard Mooring Buoy, MB-90. A photograph is provided for informational purposes only. The buoy shall be capable of submergence to the safe working depth without sustaining permanent damage or deformation including collapse or flooding. The internal buoyancy distribution configuration shall withstand the buoyancy loads developed when the buoy is completely submerged. The buoy shall float upright without list when ten feet of chain is attached to the pad-eye. Weight of ten feet (10') of 2-1/2 quote mark anchor chain is approximately 590 lbs. Buoyancy characteristics: oStatic buoy height above water: Without chain and mooring device: 3 ft to 4 ft Safe working depth: 6 ft to 10 ft oPull-Through Working Load:250,000 lbs Central core shall consist of a heavy duty load-distribution construction. The inner closed-cell rigid urethane buoyancy foam shall be US Coast Guard approved. Core foam shall be impact absorbing, resilient polyethylene foam or equal. Urethane skin shall be nylon tire-cord reinforced. 4. NAICS Code - 332313 - Buoys 5. SB Size Standard - 500 Employees 6. FSC Code - 20 - Ship and Marine Equipment 7. Bonding Requirements, if applicable 12. Any additional information that is pertinent to this acquisition 13. Statement - Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 50% of the cost of manufacturing the supplies, not including the cost of materials for supply-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about Jan 2014, and the estimated proposal due date will be on or about Feb 2015. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to provide the buoys. 4. Firm's capability to supply this quantity of buoys within 120 days of Notice to Proceed. Provide comparable work performed within the past 3 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 5. Firm's small business category and Business Size (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) or HBCI/MI 6. Firm's Joint Venture information if applicable - existing Interested Firm's shall respond to this Sources Sought Synopsis no later than 12 Dec 2014, 10:00 a.m. Central Time,.
