Description
NASA/JSC has a requirement for long-term sustaining engineering of the Force 19V Global Positioning System (GPS) receiver, which is currently flying on the International Space Station (ISS) as part of the Space Integrated Global Positioning System/Inertial Navigation System (SIGI). The effort includes hardware and software anomaly resolution, hardware repairs, and maintenance of all design documentation. NASA/JSC intends to purchase the items from Trimble Navigation Limited. The Force 19V receiver is a commercial off-the-shelf product for which Trimble Navigation Limited (Trimble) has proprietary data rights and no other source would have capabilities to support the hardware and embedded software. The Force 19V receiver was commercially designed, built, and tested by Trimble. The entire hardware design and significant portions of the firmware code inside of the Force 19V receiver is proprietary in nature and can only be modified by Trimble. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 5, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
