- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 541511. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below. Provide U.S. Army Criminal Investigation Laboratory with commercial versions of Profiler software, ChemSketch 2014, and Fragmenter Software or equal. The program must have the following feature: Advanced drawing tools, Identify tautomers, Name structures with up to 50 heavy atoms, 3D viewer, Export to Adobe PDF, ACD/Dictionary, Search files on your computer by structure, ACD/Labs extension for ChemDraw, and Technical Support Profiler software must be able to use Batch predictor modules to process thousands of compounds efficiently with minimal operator intervention, Color-coded thresholds facilitate interpretation to help focus efforts on compounds with desired characteristics, and provide in-depth understanding of structure-property relationships Fragmenter Software must be able to predict fragmentation for small molecules of up to 255 atoms + hydrogens, predict fragments from both positive and negative ionization, review key fragmentation pathways and ion structures in a convenient fragmentation tree, and create several types of fragmentation reports including Branch, Scheme, Compact, and Detailed Potential offerors having the ability to provide the product described are invited to provide a statement via e-mail. The statements shall not exceed five (5) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Ability to provide the product. Responses are due no later than 1000 EST, Thursday, 11 December 2014, and shall be electronically submitted to Charles Sykes at charles.t.sykes2.mil@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
