Description
The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office Littoral Combat Ships, intends to award a sole-source contract to Northrop Grumman Systems Corporation, 895 Oceanic Drive, Annapolis, MD 21409-6107 for a period of 36 months. The purpose of this contract is to design, fabricate, integrate, test and deliver the AN/AQS-24C Mine Hunting Sonar System. The AN/AQS-24C Airborne Mine Hunting Sonar System will integrate an Autonomous Topographic Large Area Survey (ATLAS) volume search mine hunting sonar, developed by the Applied Research Laboratories, at the University of Texas, Austin, into the existing AN/AQS-24B System. In addition, Intermediate Level Test Equipment (ILTE) and Common Post Mission Analysis (CPMA) workstations will be upgraded to ensure compatibility with the AN/AQS-24C configuration. Engineering services, and training, logistics and production support will also be provided. Northrop Grumman Systems Corporation is the sole designer, developer and producer of the AN/AQS-24 Airborne Mine Countermeasures (AMCM) Sonar systems. Northrop Grumman is also the Original Equipment Manufacturer (OEM) and only source for the AN/AQS-24 AMCM replacement parts and change kits. Northrop Grumman Systems Corporation has been the prime contractor during all phases of AN/AQS-24 engineering changes. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submitted proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
