- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. The VA Northern California Health Care System will be issuing an Invitation for Bids (IFB) to award a construction contract to a General Contractor for Project 612A4-14-006, High Efficiency Water Cooled Chiller. The project will be located at the VA Northern Health Care System on the Mather campus, CA. The High Efficiency Water Cooled Chiller project consists of: Balance multiple building chilled water hydronic loops by replacing cooling coil control and balance valve with pressure-independent type control valves selected for design flow specific to each cooling coil. After building chilled water hydronic loops are balanced, replace 430 Ton chillers No. 1 and 2 with new 700 Ton high efficiency chillers, per drawings 612A4-14-006, by Hilliard Architects, dated 10/27/2014. Increase size of the primary chilled water and condenser water loop pumps and piping to accommodate larger 700 Ton chiller No. 1 and No. 2 flow rates. Increase size of secondary chilled water pumps and piping to accommodate future increase in chilled water demand. This project shall be done in two phases per drawings. Phase 0: Prior to removing chillers 1 and 2 from service, systematically replace every cooling coil control and balance valve with scheduled pressure-independent control valve. Integrate the dedicated surgery loop Air-Cooled chillers with the engineering control center. Install temporary constant primary loop from chiller No. 3 and temporary air -cooled chiller to building distributions with phasing valves. This phase shall be completed end of April 2015. Phase 1: Balance temporary constant primary loop from chiller No. 3 and temporary Air-Cooled chiller to building distribution loops and isolate from chillers No. 1 and 2 and secondary chilled water pumps. Remove chiller No. 1 and 2 from service and replace with new 700 Ton high efficiency chillers, along with associated pumps, piping, and controls. This work must be done during the winter months between October 2015 and March 2016, or provide supplement temporary cooling. It is anticipated an IFB will be released on/about January 15, 2015. At this point in the procurement process, the Department of Veterans Affairs is performing market research to determine contractor socio-economic category, e.g. Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a) etc. and, bonding capacity. Interested firms should send, by e-mail only, the following information: "Socio-Economic Category "SAM record "DUNS number "Maximum bonding capability for a single bid "Total maximum bonding capacity The Government contemplates a period of performance from April 1, 2015 through May 30, 2016. Specific period of performance shall be outlined within the solicitation documents, once issued. The applicable NAICS code for this procurement is 238220. The Small Business Size Standard is $15.0 million. Project magnitude is between $2,000,000 and $5,000,000.
