- This announcement is a Sources Sought Notice/Request for Information (RFI) Synopsis and is NOT a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government to issue a formal solicitation or ultimately award a contract. The following information is provided to assist the Air Force in conducting market research of industry to identify sources that meet Air Force requirements. There will be no reimbursement for the any information provided to the Air Force. Responses to this Sources Sought announcement are voluntary, and therefore, the U.S. Government is not liable to pay or reimburse any contractors which respond to this announcement. Any costs incurred by interested companies in response to this announcement are solely the responsibility of the responder. The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein and the Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. The Air Force is issuing this repair sources sought announcement as part of a market research survey to determine if additional sources exist that could become qualified for repair of the F-16 Air Data Computer, NSN 6610-01-308-1859, Part Number 4025116-907 and its components. Responses to this Notice shall consist of an initial white paper (not to exceed 3 pages) describing the offeror's capabilities with regard to trouble shooting, testing and repairing the F-16 Air Data Computer. The F-16 Air Data Computer (CADC/UCADC) converts air data (pressure, angle of attack, and temperature) into electrical signals for use in other aircraft subsystems. The specific parts involved are as follows: Air Data Computer Configurations FSC NIIN MMAC Part # 6610 01-308-1859 WF 4025116-907 6610 01-372-8170 WF 8518930-901 Air Data Computer Sub Assemblies FSC NIIN MMAC Part # 6685 00-149-1026 WF 4007515-903 6685 00-259-3013 WF 4007515-902 5998 01-399-8603 WF 8518948-903 5998 01-399-5953 WF 8518945-902 5998 01-399-8605 WF 8518951-902 6685 00-259-3013 WF 8518955 6685 00-149-1026 WF 8518987 Contract repair is required, and additional sources requested, for only the five Air Data Computer Sub Assemblies listed above. However, perspective sources may require the two Air Data Computer configurations above to develop repair capability for the subassemblies. The government does not own any repair manuals or detailed parts lists for the F-16 Air Data Computer. Additionally, the government does not have any special test equipment available for repair of the F-16 Air Data Computer. Therefore, the respondent would need to be able to demonstrate the ability to obtain or create those resources necessary to perform trouble shooting, repair and testing of the F-16 Air Data Computer in a timely fashion. If the offerer is able to develop or obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have access to such resources and the legal right to use said resources to repair assets for the government. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information: a point of contact, address, telephone, and fax numbers, email address, duns number, cage code, and/or tax ID number, as well as size category, (large, small, small disadvantaged, etc) a brief summary of the companies capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals ( refer to the white paper listed above). Provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. Responses to this Notice are due on or before 16 Jan 2015. All information marked as proprietary information will be safeguarded to prevent disclosures to nongovernment personnel and entities. Parties interested in repair the F-16 Air Data Computer will be required to become a qualified source, in accordance with the attached Source Qualification Statements (SQSs).
