- SOURCES SOUGHT SYNOPSIS The 414th Contracting Support Brigade in Vicenza, Italy is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support requirements for any of the supplies and services listed below. The location of performance is in the country of Senegal in and around the Bargny region and the period of performance will be on or about 7 February 2015 thru 22 February 2015. The result of this market research will contribute to determining the method of procurement. Requirement NAICS code Material Handling Equipment 532490 The rental requirement includes but will not be limited to: 1 each bulldozer with 3 ripper teeth, (weight = 11,500 kg, engine power = 85 KW) (Cat D7 or equivalent) 1 each wheel loader (weight = 16,500 kg, engine power = 125 KW, minimum bucket size 2.5 m3) (Cat 966 or equivalent) 2 each hydraulic excavator (weight = 12,000 kg, engine power = 65 KW, minimum bucket size without teeth 0.5 m3,swivel wrist attachment between boom and bucket, full width grading blade) (Cat 325 or 325 equivalent) 1 each motor grader (weight = 22,000 kg, engine power = 130 KW, minimum moldboard width is 3600 mm) (Cat 130 or equivalent). Scope of Work: The contractor will not be responsible for providing an operator for the Equipment. The Contractor will be responsible for providing a qualified technician to include 1 daily visit to each site to ensure daily maintenance and fluid checks are being conducted by US Army operators in accordance with manufacturer's recommendations. The Contractor will provide all fluids (engine oil, hydraulic oil, coolant, grease) needed for each piece of equipment as needed during the rental period. The contract will be responsible for providing all fuel for the running of the equipment. Typical equipment operation hours will be 10 hours/day and 7 days/week. Location: Senegalese Armed Forces Base, Route Rufisque-Niaga-Lac Rose, Bargny Senegal (14.700256, -17.237814) THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT WILL BE PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards WILL NOT be made.
