Description

The Department of Veterans Affairs, Network Contracting Office (NCO 16), intends to issue a sole-source task order against existing Library of Congress IDIQ Contract LC09D7041 with Ebsco Industries, Inc., 10 Estes Street, Ipswich MA 01938. The sole-source procurement is in accordance with FAR 6.302.1 (Only one responsible source and no other supplies or services will satisfy agency requirements) for renewal of annual subscription services. This requirement is to provide an online access comprehensive reference tool designed to provide relevant clinical resources directly at the point-of-care to all nurses and other health care professionals who work at any location in VISN 16. The database service must be an evidence-based point-of- care resource for nurses. Information must be in eleven formats: quick lessons, evidenced-based care sheets, point-of-care drug information, patient education, past practice guidelines, continuing education modules, medical illustrations, medical news, legal cases, research instruments, and point-of-care reference books. This procurement involves numerous proprietary medical reference databases such as CINAHL, MEDLINE, and SocINDEX. Further information regarding the Library of Congress FEDLINK program may be obtained from website www.loc.gov/flicc. Subscription is to begin on 01/01/2015 - 12/31/2016. The NAICS Code is 519190 and the size standard is $7.0 million. This notice is not a request for quotes or a solicitation of offers; however, all responsible sources may submit a capability statement which will be considered by the agency. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice much show clear and convincing evidence that competition would be advantageous to the Government. Interested parties must respond to this notice no later than 3:00 PM on 15 Dec 2014 and reference VA256-15-Q-0189. The short response is to allow time to process award for the subscription to begin on 01/01/2015. Responding as an interested party on the FBO website does not constitute evidence of capability. All interested parties must be registered with System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM in order to be eligible for award of Government contracts. No telephone calls will be accepted.
