Description
Project Labor Agreement for Common Mission Control Center project at Beale AFB, California This is a SOURCES SOUGHT NOTICE for Market Research to determine whether a Project Labor Agreement (PLA) may increase the economy and efficiency of the Common Mission Control Center project at Beale AFB, California. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. PROJECT LABOR AGREEMENTS (FAR 22.503) Project labor agreements are a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. PROJECT DESCRIPTION This is a Design-Bid-Build project to construct a new 83,000 square foot two-story Common Mission Control Center at Beale AFB, CA utilizing conventional design and construction methods to accommodate the mission of the facility. The facility should be compatible with applicable Department of Defense (DoD), US Air Force and base design standards. In addition, local materials and construction techniques shall be used where cost effective. Project includes utilities, fire detection / suppression system, intrusion alarms, special secure and controlled infrastructure (multi-network, reliability / redundancy criteria), pavements, site improvements, landscaping, communications / IT support, and parking. Additionally, this project will include a new 12 MVA electrical substation and supporting infrastructure. This project will comply with DoD Antiterrorism / Force Protection requirements per the Unified Facility Criteria. Key features: the majority of the building's occupied space will be in a secure and controlled environment in accordance with the Intelligence Community Directive, ICD/ICS 705. The facility includes an Entry Control point as the single point of access to secure areas. Operations Support includes Mission Planning, training rooms, briefing rooms, work space for uncleared personnel, and command section. This project is planned for advertising in January 2015. The estimated cost range according to DFAR 236.204 is between $25,000,000 and $100,000,000. The North American Industry Classification System (NAICS) Code is 236220, the size standard is $36.5 million, and the Federal Supply Code is Y1JZ, Construction of Miscellaneous Buildings. This market research effort will help in our determination of whether a PLA may increase the economy and efficiency of the project. 1) Is there any reason to believe that there is a shortage of skilled labor required for this project at Beale AFB? 2) The following request is to obtain data on the recent history of construction projects in the local labor market of the project under construction. Information is requested for projects completed in the last 2-5 years in the Beale AFB area. a) Project name / location. b) Detailed project description. c) Initial cost estimated / Actual final cost. d) Was the project completed on-time? e) Number of craft trades present on the project. f) PLA (Y/N)? g) Were there any challenges experienced during the project (delays, investigations, health and safety issues, labor shortages, management / organizational issues, etc)? This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will NOT be notified of the results of the evaluation. After completing the analysis, the Government will determine whether a PLA will be required.
