- Synopsis: The Army Contracting Command - Redstone (ACC Redstone), intends to post a request for proposal (RFP) to provide quality US Army Aviation Field and Sustainment Level Maintenance. The RFP will be made available via the Federal Business Opportunities website on or about 30 December 2014. The effort will encompass Reset, installation of Modification Work Orders (MWO), logistics support, and other maintenance support within the Regional Aviation Sustainment Management-Central (RASM-C) area of operation as defined below. Sources Sought: An initial sources sought notice for this requirement was posted on the Federal Business Opportunities website on 23 June 2014. A follow-on sources sought notice was posted on 26 August 2014 and then amended on 09 September 2014. These postings provided information or sought information concerning the interest and availability of capable contractors to provide contract support. Anticipated Period of Performance: The performance on the contract is expected to begin contract transition on or around 30 May 2015 with full performance 29 July 2015 through 28 July 2016. The contract period of performance will include up to a sixty day transition-in period and a one year base period (for a total contract period of up to fourteen months, unless the option to extend services is exercised). Background: The contract is in support of the Army Aviation and Missile Command's (AMCOM) Logistics Center (ALC) Field Support and Readiness Directorate requirement for the Army's rotary wing aircraft maintenance program within RASM-C. The primary maintenance support facility for RASM-C is located at Ft Campbell, KY. The RASM-C Area of Responsibility (AOR) includes the following geographic area: Alabama, Indiana, Illinois, Kentucky, Michigan, Mississippi, Tennessee, Ohio, Wisconsin, and Louisiana. Recent travel locations include (but are not limited to) Smyrna, TN; Pineville, LA; West Bend, WI; Ft Rucker, AL. Examples of activities performed at Fort Campbell include: Army Aviation Field and Sustainment Level Reset and Unit Maintenance; Aviation Unit Maintenance/Aviation Intermediate Maintenance Support; Installation Aviation Supply Support, Aircraft Ground Support Equipment Maintenance and Installation of MWOs. Modifications may be applied in conjunction with Reset and stand alone. Modifications shall be performed at Fort Campbell and by travel teams supporting the RASM-C area. The contractor will support the 101st Combat Aviation Brigade (CAB) at Campbell Army Airfield (CAAF). The contractor shall have one or more of the following current certifications: Aerospace Standard (AS) 9110 or AS9100. The contractor will be required to have and maintain higher Quality Management Systems to include AS9110 (REV B) and provide copies of their AS9110 Revision B (or higher) Certifications within six months of contract full performance start date for the AFM Ft. Campbell Site. The contractor will be required to perform the effort IAW current, applicable Army regulations and operating procedures including the AR 95-20 in effect at time of award. This services acquisition is subject to the Service Contract Act of 1965, as amended. A National Wage Determination will be provided as an attachment to the RFP. A full and open best value competition will be held to award the contract. It is anticipated that the resulting contract will be a hybrid Time-and-Materials (T&M) type contract used to acquire direct charge labor hours at a fixed hourly rate and material/non-material requirements at actual cost (cost reimbursement). The contract will also include a cost reimbursable (CR) line for travel costs and firm fixed priced (FFP) lines for transition-in/out and contractor manpower reporting. Small Business: The applicable North American Industry Classification System (NAICS) code for this acquisition is 488190 - Other Support Activities for Air Transportation. The Small Business Size Standard is $32.5 Million in average annual receipts. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. The process used to calculate average annual average receipts can be found in 13 CFR Section 121.104.
