- The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Plant Protection Quarantine (PPQ) in Fort Collins, CO intends to award a sole source, Purchase Order to NORTH CAROLINA STATE UNIVERSITY for Web Access to a Dairy Herd Improvement Association Data Base which is a data capture source for dairy herd and productivity parameters in the U.S. This procurement is being conducted in accordance with FAR 6.302-1 The supplies or services needed are available from only one responsible qualified source at this time and no other type of supplies or services will satisfy these needs. National Animal Health Monitoring System (NAHMS) has been working with 2 of Dairy Herd Improvement Association 's (DHIA) 4 Dairy Records Processing Centers (DRPC) to get access to their herd level summary data. Two of the DRPCs (Dairy Records Management System - ORMS, and AgSource) represent 16,000 dairy herds (- 35% of U.S. dairy operations) and 2.5 million dairy cows (- 25% of U.S. dairy cows) from across the U.S. NAHMS analyzes this data (over 200 variables per herd) to evaluate changes in the industry and to assess surveillance activities. For the last 2 years, ORMS and AgSource have provided the data on a monthly basis at no charge. Starting August 2014, however, ORMS with the largest number of herds (- 13,000) will begin charging for the data: tiny_mce_marker.25 per herd/month. This charge is significantly less than what DRPC charges other stakeholders for data (>$1.00 per herd/month). NAHMS dairy studies gather information on the industry every 5 to 7 years. To get more current and ongoing information about the dairy industry, NAHMS has the opportunity to continue receiving data from DHIA to assist in dairy cattle health and monitoring. The normal charge for these data is >$1.00 per herd/month DRMS and AgSource have agreed to a discounted rate of tiny_mce_marker.25 per herd/month. Negotiations are underway for the other 2 DRPCs. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as three (3) references from other customers who are using these services, to the Contracting Officer by 4:00pm. Central Time (CT) on the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 519130 (Internet Publishing and Broadcasting and Web Search Portals). The Small business size standard is 500 employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
