- The Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support the program entitled "Post-Acute Care Training" This Sources Sought Notice is being posted for informational purposes only and will be used to assist the CMS in determining the availability of small businesses that may have the capability in providing services that will support the Partnership for Patients Initiative. CMS is interested in responses to this notice from small businesses only (including 8(a), service disabled veteran owned, HUBZone small businesses, veteran owned small businesses, women owned small businesses and small disadvantaged businesses). This is strictly market research to assist in determining the appropriate acquisition strategy to obtain contractor support services to perform the requirement as described in this notice. The Centers for Medicare and Medicaid Services may or may not issue a Request for Proposal (RFP). Responses to this Sources Sought Notice shall be the submission of a capability statement that demonstrates an organizations ability to meet the requirements as described below. Background The Post-Acute Care settings require ongoing training for providers and stakeholders in order to ensure accurate and up-to-date assessment, coding and data submission into CMS systems for payment and/or information gathering purposes, as applicable, and to assist in the development of quality measures for these settings. This contract will direct the contractor to: • Develop, design, and author new and/or revised post-acute care and other related program training materials in 508 compliant form for presentation at training events that will cover post-acute care setting and other related program manual updates, changes, and clarification of content, including data submission and coding instruction. This will also include CARE assessment training. • Coordinate and procure services for post-acute care and other related program training events, including coordinating logistics, contracting expert presenters, offering multiple venue delivery items, conducting post-training assessments and evaluations, and other tasks associated with training, more specifically noted in the Statement of Work. • Be on-site physically for all post-acute care training events for coordination and delivery purposes, such as on-site registration, handouts, evaluations, etc. • Complete all tasks and deliverables delineated in the Statement of Work and in conformance with all directives noted therein. Training is an integral part of disseminating important policy, payment, program, and information gathering knowledge to providers and stakeholders relevant to the post-acute care and related programs that CMS manages. Training keeps providers and stakeholders abreast of the most current information available that will assist them in their data collection and data submission that is required by CMS. Respondents shall include the following in your response the following business information - a. DUNS; b. Company Name; c. Company Address; d. Current GSA Schedules appropriate to this Sources Sought; e. Do you have a Government approved accounting system? If so, please identify the agency that approved the system; f. Type of Company (i.e., small business, 8(a), woman-owned, veteran-owned, etc.) as validated via the Central Contractor Registration (CCR); Note: All offerors must be registered at http://www.sam.gov ; g. Company Point of Contact, Phone and Email address; h. Name of Subcontractor(s), if any; and, i. Ability to meet all FISMA security requirements. List of Tasks: 1. Provide project management and work plans, critical paths, Gantt charts, work breakdown schedules in Microsoft Project on a continuing basis, updating frequently. 2. Review existing post-acute care (PAC) program manuals, guides, and training materials, researching as necessary, to identify needed areas of training to include making updates, revisions, additions, and omissions necessary to keep content current and accurate, based on current accepted clinical practices and consistent with current Government policies, procedures, and regulations, meeting all statutory deadlines. This work will require the expertise of a licensed Registered Nurse with a minimum 10 years' experience in the clinical field, who will be a full-time key person to this requirement. 3. Develop and author new clinical-based training materials conducive in an approved adult learning style method, appropriate for venue chosen, using interactive content where possible, including using ‘Train the Trainer' models for specified trainings. 4. Develop clinically-based training materials from subject matter expert (SME) and program lead input, verifying all information obtained for accuracy, clarity, etc., researching as necessary. All training materials shall be Government 504 and 508 compliant. The training developing will require the expertise of a Registered Nurse as noted in #2 above. 5. Develop clinically-based training materials for trainers and end-users for all PAC and other related programs not to be limited to a variety of media and different training venues, suggesting innovating training methods as appropriate, all within budgetary parameters. All training materials shall be Government 504 and 508 compliant. The training material development will require the expertise of a Registered Nurse as noted in #2 above and will require direct collaboration with Quality Measure contractor SME's and program leads. 6. Develop clinically-based training materials for all PAC and other related programs which will include data submission and coding applicable to each PAC or other related program setting. 7. Coordinate and communicate with other vendors/subcontractors to make all logistical arrangements for each training event/session, which may include developing an advertising campaign for the public, providers, and other stakeholders. 8. Provide expert speakers for public/provider audience training sessions, as needed. 9. Coordinate and communicate professionally and successfully in a good working relationship (s) with SMEs, other agency components, other Government agencies, and external organizations in support of accurate and reliable training materials and content, advice given, services needed, etc. 10. Assess and evaluate each training event, discussing improvements and next steps with contracting officer representative. 11. Key Personnel on staff will be a full-time project director, two full-time project managers, senior instructional designer, and registered nurse consultant. Technical Capabilities: The prospective Contractor shall consider their experiences and findings under similar contracts in determining its approach and response to this sources sought notice THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. CMS will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 1. The prime contractor, must employ full-time degreed (Bachelors and/or Masters) and experienced Instructional Designers, one being a lead Sr. Instructional Designer. The Instructional Designer(s) must be capable of developing training materials for trainers and end-users for all post-acute care (PAC) and related programs to include, but not be limited to, the use of a variety of media and different training venues, such as on-site (in-person, instructor/presenter led) training conferences, webinars, Web-Ex, videography, web-based training (regular and module based), train-the-trainer model trainings, and new innovative methods of training delivery. 2. Must have full time Project Managers on site who have experience overseeing clinically -based training material development in the post-acute care and other related program settings and have experience developing project plans. 3. The majority of your work (75% or more), as prime, dedicated to developing and supporting professional training; i.e., the main focus of your company's mission and vision is to develop and deliver quality professional training. 4. Must have a licensed Registered Nurse with experience in the post-acute care clinical fields. Any clinical staff must work with subject matter experts in the area(s) of post-acute health care settings such as Long Term Care Hospitals (LTCHs), Inpatient Rehabilitation Facilities (IRFs), Nursing Homes (NHs), Home Health facilities (HH), and other related programs, etc. Must be able to interpret the SME's and program lead's information into clinically accurate training material 5. Must have the capability of reviewing existing program manuals and training materials, doing research as necessary, identify needed areas of training including updates, revisions, additions, and omissions that are necessary to keep the content current and accurate based on current accepted clinical practices and consistent with government policies, procedures, and regulations. Must be able to advertise training events through different media. 6. Develop training materials for new initiatives relating to all PAC and related programs, the completion, review, approval, and delivery of which may fall under strict statutory deadlines. Must be capable of meeting deadlines. 7. Must be able to provide training delivery and materials, including facilitation mechanisms that will conform to 504 and 508 compliant guidelines for the Federal Government. Submission Instructions: If your organization has the potential capacity to perform the services described herein, please provide the following information: 1. Organization information including name, point of contact, address, website address, telephone number, size and type of ownership. 2. Based upon the NAICS code specified herein, indicate whether your firm is classified as a small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business, service-disabled veteran-owned small business and whether the firm is U.S. or foreign owned. 3. Tailored capability statement addressing the particulars of this effort, with clear documentation supporting claims of organizational capability and staff qualifications and expertise. If subcontracting or teaming is anticipated in order to deliver technical capability, the documentation shall address the administrative, management, and communication structure of such arrangements in appropriate detail 4. Please briefly discuss any potential conflicts that may preclude your company from performing any such work under this requirement. 5. No more than 5 pages to demonstrate the organization's existing relationships and a description of the qualifications. 6.
