VA786-15-Q-0038 Pre Solicitation Notice for Fence Installation Services for Zachary Taylor National Cemetery, Louisville, KY RFQ VA786-15-Q-0038 - Scope of Work: Provide all labor, equipment, materials, and supervision to carefully dismantle and relocate portions of the existing aluminum decorative fence and gates at Zachary Taylor National Cemetery. Work includes, but is not limited to: 1. Removal of existing 358 - panels, 35 4x4 posts and storing/stacking them in a manner to prevent any superficial or structural damage to the panels. Panels shall be saved for re-installation. Excess panels shall be turned over to the Camp Nelson National Cemetery, Nicholasville KY upon completion. 2. Contractor shall carefully extract the decorative 23 aluminum fence posts from the ground and remove the concrete footings in a manner so as not to damage or mar the posts. The posts shall be saved for re-installation. Excess posts shall be turned over the NCA for re-installation elsewhere. 3. Contractor shall carefully dismantle the existing decorative aluminum 16' wide double gate and re-install the gate and gate posts where indicated on the drawing near the existing fuel storage tank and as directed by the Contracting Officer's Representative (COR). 4. Contractor shall install portions of the existing decorative aluminum fence at the new location of the existing double gate to provide for a secure enclosure of the maintenance yard. 5. Contractor shall remove the existing chain link fence surrounding the existing fuel storage tank and turn over the materials, i.e., deliver to, to the Camp Nelson National Cemetery in the usable condition after installation project at Zachary Taylor is completed. 6. Contractor shall install portions of the existing decorative aluminum fence at the location of the existing chain link fence around the fuel storage tank. 7. Contractor shall remove the existing chain link fence and gates at the southern end of the maintenance yard and turn over the materials to Camp Nelson National Cemetery. 8. Contractor shall install a new decorative aluminum 19' double gate at a new location to align with the existing adjacent property owners' property line and as directed by the COR (reference drawing for new location). New gate shall be provided by the contractor and shall match the existing fence and gate materials and style. All posts installed by the contractor shall be embedded in 3000PSI concrete a minimum of 3' depth and 12" dia. Contractor shall submit the products / materials they intend to install prior to actual installation and shall get an approval from Camp Nelson National Cemetery. The approving authority would be Michael R. Niklarz (COR) and Patrick H. Lovett (Director, Camp Nelson National Cemetery). Note: Mr. Patrick Lovett is the Director for both Camp Nelson and Zachary Taylor National Cemeteries. 9. Contractor shall install portions of the existing decorative aluminum fence at the location of the new double gate to provide for secure enclosure of the maintenance yard. 10. Contractor shall remove the existing elevated 108' chain link fence screen and turn the materials over to the Camp Nelson National Cemetery in usable condition. 11. Contractor shall install portions of the existing decorative aluminum fence (approx. 33 LF) at the location of the elevated chain link fence on new aluminum fence posts. New aluminum fence posts shall be provided by the contractor and shall match the existing fence and materials and style. Bottom of the fence panels shall be at the same height as the top of the existing rock wall. Install corners at each end of the new fence installation and extend the panels to rest on the existing rock wall. 12. All excess and unused materials from the Zachary Taylor National Cemetery installation shall be delivered to, in usable condition, Camp Nelson National Cemetery within five working days after completion of the project. Camp Nelson National Cemetery is located at 6980 Danville Road, Nicholasville, KY 40356. Project will be for a 30 days after receipt of the notice to proceed. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 238190 is applicable. Please reference Solicitation Number RFQ VA786-15-Q-0038 on remittances. An electronic solicitation will be available for download from www.FedBizOpps.gov on or about December 10, 2014. Responses to the solicitation are due by 4:30 p.m. ET, January 2, 2015. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at Fed Biz Opps.
