Description
Synopsis # N68936-15-C-0021, posted 11/20/2014, has been changed to N68936-15-R-0051. No Solicitation will be issued under N68936-15-C-0021. Please refer to Solicitation N68936-15-R-0051 for this requirement. The Naval Air Warfare Center, Weapons Division (NAWCWD) China Lake CA intends to award a contract to UBC, Inc. of Tampa, FL on an other than full and open competition basis in accordance with FAR 6.302 to procure two Twist Reflector Scanning Antennas (TRSA). The Bi-directional Trans-Reflective Scanning Antennas shall be capable of airborne operations when pod mounted behind a protective radome. Control of these antennas shall be via analog voltages proportional to the desired position. The antenna shall be fabricated with lightweight, rugged materials with a minimum corrosion protective finish per MIL-C-5541, Class 1A. The minimum value of antenna gain shall be over the required frequency range when measured at 0 degrees elevation relative to the antenna mechanical boresight and at not less than one azimuth angle within +/- 0.5 degrees of the antenna mechanical boresight. The minimum gain figures per frequency range shall be 6.0-8.0 GHz = 24 dBi, 8.0-9.0 GHz = 25 dBi, and 9.0-18.0 GHz = 26 dBi. Physical dimensions of the antennas are, diameter 17.4-inches maximum, depth with a radome to back frame axis crank clearance of 17.57-inches maximum. The maximum weight shall be 40 Lbs. Power supply voltage shall be 28 VDC. Power handling capability shall be 150 KW Peak Pulse, 350 Watts CW. Due to the uniqueness of the acquisition UBC is the only contractor able to provide an antenna that is drop-in compatible with the existing interface, control hardware and software, and that meets the gain, frequency, and size requirements. The request for quote will be posted at the FEDBIZOPPS website at http://fbo.gov on or about 12 December 2014. This notice is a notice of intent, not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote by the end date of this notice. The written response shall clearly show the firm's capability, background, experience and assets necessary to perform the required work without compromising the quality, accuracy, reliability and delivery of the products to the war fighter. All submissions shall be sent via email to martavia.moody@navy.mil. All submissions shall be considered by the agency no later than 5 days after the end date of this notice.
