- SOURCES SOUGHT NOTICE The National Institute of Standards and Technology (NIST) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Engineering Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330. THIS IS A SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESS ONLY. This is not a request for offers or proposals and this notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. In this context, NIST is in the process of determining availability, adequacy, and capabilities of potential small business sources for performance of an Engineering Services (ES) contract. The NIST Office of Facilities and Property Management (OFPM), Design and Construction Division (DCD), Capital Improvements Group (CIG) requires two technicians to support their facilities design and construction projects mission. The CIG is responsible for multiple projects in various stages of planning, design and construction and close out at the NIST Gaithersburg Maryland campus. The contract requires that two engineering technicians will be stationed in NIST provided offices on campus. The contemplated action will be for a base year, plus four Government option years. The Engineering Technician Level I position candidate must have a minimum of two years of work experience using "Primavera Contract Manager©", Prolog, Constructware or other similar construction management software on government or private contracts. This includes data input, running logs and reports, performing status updates and reports, analyzing and reporting on trends, and searching for data. In addition, experience is required building and using simple financial and tracking spreadsheets in Microsoft Excel© to keep track of budgets, document approval status, etc.. Must be able to organize, maintain and update electronic documents files and hard copy deliverables for project contracts, correspondence, submittals, RFIs, schedules, invoices, testing reports, material delivery tickets, in-house work orders and purchase requisitions, etc.. Requires High School Degree (or GED) and training in "Primavera Contract Management©", Prolog, Constructware or other similar construction contract management software. The Engineering Technician Level II position candidate must have an Associate's Degree and a minimum of 10 years of work experience related to industrial plant and/or lab facilities projects. Technician must be able to perform detailed cost estimates and be able to develop standards for design services and construction cost estimates. Also have construction inspection experience in all disciplines (Architectural, Civil, and MEP) and be able to develop standard inspection report forms. Must have the ability to write standard guide specifications and do sketches for door hardware, security access control and telecommunications work for AE guides. Experience is also required developing requirements documents, reviewing construction submittals, reviewing construction drawings and specifications for constructability, coordination between trades and conformance to NIST standards and requirements. Must have training in "Primavera Contract Management©", Prolog, Constructware or other similar construction contract management software. Also must have training in Primavera "P3" scheduling software or a later version of Primavera "P6" scheduling software. The firms interested in this effort must be able to demonstrate their candidate's experience with "similar" projects as defined below: To qualify as a ("Similar Project"), the project must meet all three elements of size, type, and complexity as further defined here. To be considered similar in size projects must exceed $7,500,000.00 in construction costs and be completed in the last 48 months. To be considered similar in type and complexity project(s) shall be laboratories that are commercial, Federal, State, or Municipal (High school laboratories shall not be deemed equivalent.) or industrial plant facilities involving steam and chiller water. This notice seeks only those sources under Product Service Code (PSC) R499 Support- Professional: Other, North American Industrial Classification System (NAICS) code 541330 Engineering Services. The small business size standard for NAICS code 541330. The Government is seeking input on the use of NAICS Code 541330 versus other NAICS code, example 236220, and will consider inputs from industry. If you are an interested small business firm, please provide a Written Letter of Interest and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Please provide proof (i.e. DUNS number, Central Contractor's Registration printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 541330. 2. Identify whether your firm is an 8(a), Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business. (For additional information on small business concerns visit www.sba.gov) 3. Please provide a narrative of your firm's experience and include at a minimum three (3) projects that meet the description of "Similar project" as described above. The narrative shall address the salient features for each project and include a client reference contact for each project, including name, title, address, email, phone, and fax numbers. 4. Proof of its CURRENT insurance Experience Modification Rating (EMR) of 1.0 or less from the National Council on Compensation Insurance (NCCI) or its calculating State Agency. An offeror that is a Joint Venture shall demonstrate that the CURRENT EMR of each of its constituent members are 1.0 or less. If not eligible for NCCI rating, then the offeror must explain why and present other proof from their insurance company. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. In any Joint Venture or teaming arrangement the Lead Contractual firm must qualify as a Small Business in accordance with NAICS code 541330 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern per FAR clause 52.219-14(b)(1) - Limitations on Subcontracting. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
