Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) Public Works Department Pennsylvania located at the Philadelphia Navy Yard is seeking eligible Small Businesses with current and relevant qualifications, experience, personnel and capability to perform the proposed contract action. The appropriate NAICS Code is 236220 with a size standard of $36,500,000.00. This market research tool is being used to determine potential and eligible small business firms capable of providing the construction experience described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. REQUIREMENTS: The description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e. unique features, type and size of cooling tower and associated equipment, pumps, controls system, construction methods, etc.). A relevant project is defined as projects valued at $5,000,000.00 or greater that involved the construction and installation of field-erected cooling towers of at least 15,000 GPM used for process cooling, installation of vertical turbine pumps of at least 3,800 GPM with associated variable speed drives and the installation of industrial level Plant Control System utilizing Programmable Logic Controllers (PLCs). A relevant project must collectively demonstrate all the features indicated below. Relevant projects for this construction contract would include: a) Field erection of a wet cooling tower serving process and test equipment of at least 15,000 gallons per minute water flow capacity. b) Installation of large water pumps including vertical turbine pumps in the 3,800 8,000 gallons per minute range. c) Installation and programming of Programmable Logic Controller (PLC) and industrial level control systems. SUBMITTAL INFORMATION The existing 25,000 GPM cooling tower is in continuous use for process related R and D, design and testing work. Although there are periodic, limited shutdowns of the tower for maintenance, request for shutdowns of this tower for contractor use will be limited and will be phased in accordance with the ongoing Navy work load associated with the operation of the tower. Because of the limited time available for shutdown of the existing tower, the contractor shall provide a narrative description of your approach to managing the project to ensure adherence to schedule and construction phasing as required in the RFP. The narrative shall be limited to 5 pages. The narrative shall demonstrate an understanding of the scope of the project and the schedule. The contractor must provide a detailed construction schedule that illustrates your ability to achieve or improve on the requirements of the RFP. Identify the overall completion time for this project in accordance with the RFP as well as interim completion times for sequences as required to complete the construction. The schedule should indicate the time and length of the shut-downs required to replace the cooling tower, pumps, drives and controls and any deviations from that proposed in the RFP, including allowance for adverse weather conditions. The schedule should demonstrate an understanding of the work (including shop drawing submittals and reviews) and a logical sequence of events to accomplish the scope of work as defined in the RFP. The schedule shall be submitted on 11 x 17 paper and shall contain enough information to identify all the major milestones and items indicated above. The schedule shall identify all tasking dependencies and project critical paths. The contractor must provide information that indicates a clear understanding of the project requirements, major milestones, complexities, phasing, shutdowns and requirements for all major components of work. It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 5 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform relevant projects listed above. Company brochures relative to the relevant projects may be submitted. All responses must include the following information: Company Name; Company Address; Company Business Size; DUNS, CAGE and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.
