Modification: The purpose of this modification is to correct the response due date in the description from December 18, 2014 to January 5, 2015. REQUEST FOR INFORMATION (RFI) PROGRAM TITLE : Digital Asset Management (DAM) Software Solution and Implementation Support Services December 9, 2014 To: All Interested Vendors Re: Request for Information (RFI) THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the government. This is NOT a Request for Proposal (RFP), Invitation for Bid, or an announcement of a solicitation. Response to this REQUEST FOR INFORMATION (RFI) is strictly voluntary and will not affect any firms' ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) is requesting information regarding Digital Asset Management (DAM) software solutions and implementation support services for the software solution. The NIH CC invites all interested parties that have the resources, capabilities, and expertise to submit a written response to this Request for Information (RFI). This RFI is being sought strictly for the purpose of gaining knowledge of services and supplies available with an estimate of their corresponding costs and should not be construed as intent, commitment, or promise to acquire services, supplies, or solutions offered. No contract will result from any response to this RFI. The NIH CC will not pay for any information herein requested nor is it liable for any cost incurred by the vendor. Respondents will NOT be notified of the results of the evaluation. The NIH appreciates your response to this request. 1.0 BACKGROUND AND PURPOSE OBJECTIVES Patient Photography service requests are submitted by clinicians at the NIH CC. These requests and fulfilled by a Patient Photography staff member at the NIH CC. The Patient Photographer fulfills these requests by taking photographs of the specific anatomy area or region of the patient as requested by the clinicians. After the photographs are taken, they are processed and stored in JPEG format and made available to the requesting clinicians for clinical evaluation using shared file folders and/or DVDs delivered in person upon request of the clinicians. All photographs are kept indefinitely in a network- attached storage server to provide clinicians a repository of clinical images that could be used for future treatment and research reference. The purpose of this RFI is to identify the available options for modernizing the Patient Photography service delivery process by using a Digital Asset Management (DAM) software solution to catalog and manage the new and existing patient photographs for efficient storage, retrieval, and reference in providing patient care at the NIH Clinical Center. It is the Government's intent to have the proposed DAM solution integrated with the existing Allscripts Sunrise Acute Care Healthcare Information System (HIS) and make the photographs viewable in the HIS. 2.0 PROJECT DESCRIPTION The Digital Asset Management (DAM) solution shall: 1. Allow the Patient Photography staff to create, organize, find, and share photographs on any platform. 2. Provide the ability to store, organize, or retrieve by organizational data such as patient name, medical record number, or other identifying information. 3. Provide the ability to store full-size photographs in JPEG format. 4. Provide the ability for the photographers to edit and store JPEG photographs. 5. Provide the ability to select and view two (2) or more photographs in one view for comparison. 6. Allow integration or interface with the existing HIS and business process to streamline the workflow. 7. Control user access to files through permissions. 8. Installed and administered on premise 3.0 RFI RESPONSE INSTRUCTIONS The NIH CC is asking all interested parties to submit a response containing the following information: *Your interest in providing the services/supplies. *Brief description of past experience providing similar services/supplies. *Brief description of past experience providing similar services/supplies implementing the solution in a medical environment. *From your past experience, has the NIH CC identified all the major components necessary to complete this project? If not, please provide information on other necessary components. *Please provide a list of potential problems/risks that the NIH CC may encounter during this project. Please provide any ideas or suggestions about how such problems/risks should be addressed in a solicitation. *Your best estimated price range to provide the services/supplies as stated herein, lowest estimate to highest estimate. *Your best estimated time frame for completing the project. *Your company information shall include the following: a. DUNS number b. Company Name c. Company Address (including point of contact, phone number and email address) d. Type/Size of company, Classification code, NAICS code as validated in SAM.gov.
