- National Institutes of Health is seeking to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code of 541990 with a size standard of $15.0 in millions of dollars for the proposed acquisition to secure field support services (facilities, equipment, personnel, etc.) to conduct studies on tuberculosis. It will also support training for tuberculosis treatment and control. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The goal of the International Center for Excellence in Research (ICER) program is to develop a sustained research program in areas of high infectious disease burden through partnerships with scientists in resource limited countries. National Institute of Allergy and Infectious Diseases (NIAID) Division of Intramural Research has developed a core research program to expand the research capabilities and programs at these sites through the extramural scientific community. While focused on clinical research in infectious disease, each center will have the capability to address a range of research and training needs. Current ICER sites are in Mali, Uganda and India. The Indian ICER is in Chennai at the National Institute of Research on Tuberculosis (NIRT), a permanent research institution of the Indian Council of Medical Research (ICMR). In addition, the NIRT maintains a number of academic and research linkages with other Indian institutions, which may serve as collaborating ICER sites. The NIRT is primarily focused on tuberculosis research and training for tuberculosis treatment and control. In addition to well-equipped laboratories for the conduct of bacteriology, immunology, molecular biology, pathology and biochemistry research, the tuberculosis research center has inpatient wards, outpatient clinics, field sites and epidemiologic teams. Laboratory based projects for clinical support: To support clinical trials and natural history studies for the following: • to evaluate chemotherapy for both pulmonary and extra-pulmonary tuberculosis; • development of immunologic and molecular-based diagnostics for tuberculosis, mycobacterial genomics, epidemiologic studies on tuberculosis incidence and prevalence • operational research on tuberculosis control • to understand the interaction between HIV and tuberculosis • to understand the relationship between mycobacterial infections and other infectious diseases (particularly parasitic infections) • to study the immunology of lymphatic filariasis • to examine the role of soil transmitted helminths in modulating the human immune response Contractor Requirements • Administrative oversight to a) allocate, track and evaluate use of resources, and b) initiate standard operating procedures for problem resolution among project personnel by following approved operating procedures and reporting the initiation of such procedures to Laboratory of Parasitic Diseases (LPD) program staff. • Infrastructure and Establishment of Laboratories: provide and maintain a fully equipped laboratory facility in Chennai at NIST. Provided facility will include the following required laboratory space: Module 1: Flow cytometry room with 2 FACS Cantos and other support equipment; Module 2: PCR room equipped with ABI real time PCR, StepOne PCR, regular PCR machines and other support equipment; Module 3: large general laboratory space with centrifuges, microscopes, computers, freezers, refrigerators, and general laboratory equipment. • In addition, provide offices for research staff and a store room for supplies and equipment. Provide computers, printers, high-speed internet and telephone service for program staff. • Travel Coordination: arrange for visits by foreign scientists to locations within the United States and foreign countries to attend meetings, conferences, planning sessions, and periodic training sessions. Support travel of non-NIH scientists to the LPD research sites. • Transportation: it is anticipated that four 4-wheel drive vehicles will be needed as well as 4 experienced drivers to provide local transport in India as well as transport to and from field sites and for patient recruitment. • Equipment purchases: as necessary, equipment for the various laboratories and studies may be purchased from vendors in Chennai, India. Any potential offers should respond with their capability statement by December 19, 2014 by 3:00pm Eastern Standard Time. Capability statements must reference similar work that has been performed by the offeror and the dollar value of that work. Potential offers must indicate business size in their capability statement.
