Description
The National Institutes of Health (NIH), through the National Institute on Drug Abuse (NIDA), is seeking capability statements from Small Business organizations to continue the Population Assessment of Tobacco and Health (PATH) Study, a national longitudinal cohort study on tobacco use behavior and health designed to enhance the evidence base that informs the Food and Drug Administration's (FDA) regulatory actions under the 2009 Family Smoking Prevention and Tobacco Control Act (TCA). The TCA provides FDA authority to regulate the manufacture, distribution, and marketing of tobacco products in the United States to protect public health. These regulatory changes are expected to influence tobacco product use patterns, attitudes and beliefs, and exposures, and to reduce tobacco-related morbidity and mortality over time. This continuation of the PATH Study includes Wave 4, scheduled to launch on October 16, 2016, as well as Waves 5, 6, and 7. Each full wave of data collection will be conducted over a 1-year (12 months) period on a biennial basis (e.g., Wave 4 in 2016, Wave 5 in 2018, Wave 6 in 2020, and Wave 7 in 2022). Additional requirements of this continuation include, but are not limited to the following for Wave 4 and potentially for future waves: (1) the probability-based replenishment of the cohort to equal at least the baseline sample size (i.e., an estimated 46,000 adults and youth); (2) the establishment and maintenance of a shadow sample (i.e., at least 7,000 youth ages 9-to-11 years) from which to populate aged-up youth at each wave; (3) the collection of bio-specimens, including urine samples among youth and blood and urine samples among adults; (4) at least 50 Ad hoc studies; (5) cognitive testing and methodological studies to inform questionnaire development and to assess alternate modes of interview administration, such as web-based interview administration; and (6) the development of Information Collection Requests (ICRs) for review and approval by the Office of Management and Budget. This is a SMALL BUSINESS SOURCES SOUGHT NOTICE to determine the availability of ALL small businesses (e.g., 8(a), Veteran-owned small businesses, service-disabled Veteran-owned small businesses, HUB Zone small businesses, small disadvantaged businesses, women-owned small businesses, and other small businesses) having the in-house capability and multi-disciplinary knowledge, expertise, and experience required to continue the PATH Study, as described above. The NAICS code is 541712. In addition to demonstrating the above capabilities, information sent should be relevant and specific in the technical area under consideration on each of the following qualifications: 1) Experience: An outline of previous similar projects, specifically the techniques employed in the areas described above, and 2) Personnel: name, professional qualifications, and specific experience in the work requested. NIDA will consider appropriateness of professional and technical personnel classifications. NIDA will consider any other specific and relevant information about this particular announcement that would improve its evaluation of respondents. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but is not limited to, contracts in which the organization performed (Government and commercial); references (i.e., names, titles, telephone numbers, and any other information serving to document the organization's capability); and awards or commendations. THIS IS NOT A REQUEST FOR PROPOSALS: This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for the preparation of any information sent for the Government's use. Any proprietary information should be so marked.
