Description
The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE US ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. REPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPER IDENTIFIED INFORAMTION. The purpose of this sources sought announcement is to gain knowledge of interested, capable, and all qualified small businesses including but not limited to Small Business, 8(a) Small Business Development Program, Service Disabled Veteran Owned Small Business, and Hubzone firms. The North American Industry Classification System (NAICS) Code 423490; Size Standard 100 employees. To make appropriate acquisitions for the above project, the Government, will use responses to this sources sought announcement and possible future projects as determined to be in the best interest of the Government. The order of magnitude for this effort is estimated between $100,000 to $250,000. All contractors doing business with the Federal Government must be registered in the System For Award Management(SAM), to receive a government contract. Project Information: The information contained herein describes the specifications for an aerial imaging rover system incorporating a fully integrated high accuracy Global Navigation Satellite System (GNSS)(Global Positioning System (GPS) & GLONASS) position & heading with real time kinematic (RTK) corrections. The system will be light weight, highly portable and will be used to acquire 3D mapping/photogrammetric data of the topography of urban developments, industrial areas, including overhead utility cables, bridges, levees, dams, harbors, beaches, rivers and canals, and more. The equipment will be used in coastal salt air environments and must be a sealed weatherproof unit. The unit must be externally corrosion resistant and easy to clean without the use of chemicals and sealing compounds. The aerial imaging rover unit will also require the use of a National quote mark Virtual Reference Station quote mark (VRS) network with a 12 month subscription for the Base Year. The Contractor will provide all the necessary training that will cover all aspects of setup and calibration of the unit for use. The training will also cover in-depth pre-survey setup of projects and post processing using the acquisition software. Photogrammetry surveys will be covered in the training. The final training product will be a clean photogrammetry model of the project survey area that can be used in a Computer-aided design (CAD)/Building Information Modeling (BIM)/Geographic Information System (GIS) software environment. Training should be conducted on-site for a minimum of 10 students. The base performance period for this contract will be the 12 month period following the delivery of all required equipment. The performance period for Opt 1 coincides with the base year. The 12 month performance period for Opt 2 will begin at the conclusion of the base year. The 12 month performance period for Opt 3 will begin at the conclusion of Opt 2. The 12 month performance period for Opt 4 will begin at the conclusion of Opt 3. The 12 month performance period for Opt 5 will begin at the conclusion of Opt 4. Scope of Supply Required: Minimal Performance Requirements for Aerial Imaging Rover System Required Equipment: ebee RTK (or equal) Aerial Imaging Rover kit; contractor will provide complete system including: oAirframe with motor and electronics (inc. all electronics and built-in autopilot for fully autonomous navigation incl. take-off and landing and automatic control of the on-board camera) oGNSS (GPS & GLONASS) position & heading with RTK corrections o1 Compatible Red-Green-Blue (RGB) camera (16 megapixel (MP) sensor or greater) w/ battery charger with cables o(2) lithium polymer battery packs, (1) chargers for batteries o2.4GHz USB radio modem for data link o2.4GHz remote control (in case a safety pilot is required) oSpare propellers (1 piece) oElastic bands if applicable (2 pieces) oExpanded polypropylene (EPP) Glue and repair tape oTransport case with space for all material o1 full license for flight control software o1 full license for post processing software with photogrammetry capability oAll applicable documentation Ground control station including ruggedized data collector oU.S.A. spec Spare Parts bundle: o(1) spare pair of wings or airframe o(2) spare lithium polymer battery packs o(1) spare charger for batteries o(10) spare propellers o(20) elastic bands if applicable RTK base station o(1) GNSS receiver with RTK corrections; including power accessories, interface cable, base accessories, carrying case, and heavy duty quote mark Survey Grade quote mark aluminum tripod. Option Base Year: ebee (or equal) Aerial Imaging Rover kit; contractor will provide complete system including: oAirframe with motor and electronics (inc. all electronics and built-in autopilot for fully autonomous navigation incl. take-off and landing and automatic control of the on-board camera) oGNSS (GPS & GLONASS) position & heading (RTK not required) o(2) lithium polymer battery packs, (1) chargers for batteries o2.4GHz USB radio modem for data link o2.4GHz remote control (in case a safety pilot is required) oSpare propellers (1 piece) oElastic bands if applicable (2 pieces) oEPP Glue and repair tape oTransport case with space for all material o1 full license for flight control software o1 full license for post processing software with photogrammetry capability oAll applicable documentation (1) Compatible multispectral imaging camera (1 MP sensor or greater) w/ battery charger with cables Spare Parts: o1 spare pair of wings o2 spare lithium polymer battery packs o1 spare charger for batteries o10 spare propellers o20 elastic bands if applicable Airframe Maintenance: Replacement airframe or airframe retrofit Not necessary for base year Optional additional support years: Opt 2, Opt 3, Opt 4, Opt 5. VRS Coverage: 12 month subscription to a National VRS network. Required for base year Optional additional support years: Opt 2, Opt 3, Opt 4, Opt 5. Software Maintenance: 12 month full license flight control software and 12 month full license photogrammetry processing software Required for base year Optional for additional support years: Opt 2, Opt 3, Opt 4, Opt 5. Training: Vendor location or Onsite training to be scheduled and completed on a TBD date and paid in full upon satisfactory completion of class. DELIVERY: The completed order for equipment shall be delivered 60 calendar days from award date.
