- Pre-Solicitation Notice of Proposed Contract Actions IAW FAR 12 and 15, RFP VA-259-14-R-0657 The Department of Veterans Affairs (VA) Eastern Colorado Health Care System, Denver VA (ECHCS-DVA), Denver, CO and the Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center (RMAC) have determined through a previously conducted unsuccessful Total Small Business Set-aside source selection evaluation process (RFP VA259-14-R-0177), the NCO 19 has been approved to re-solicited this Clinical Cardiac Perfusion and/ or Auto-transfusionist Services requirement as a Full and Open Competitive Solicitation action for the ECHCS-DVA Facility. The proposed procurement action shall be a commercial fixed price, indefinite delivery indefinite quantity (IDIQ) contract type acquisition arrangement. The period of performance for this contemplated contract action will be for one year (base year), with four additional, one-year option periods from the date of award, which is estimated for February 01, 2015. While price will be a factor in the evaluation of offers, the final contract award shall be based on best value which includes contract qualifications, past performance, quality assurance, and regulatory practices. Request for Proposal (RFP) VA-259-14-R-0657 will be available for download on or about December 11, 2014 on the Fed BizOps website. No telephonic requests for this RFP shall be allowed. Offers (fully completed proposals) are to be received at the VA NCO 19, RMAC, 4100 E. Mississippi Ave., Suite 900, Glendale, CO 80246 and/ or electronically to terance.hannigan@va.gov, no later than January 12, 2014, 4:00 PM MST (COB). The NAICS Code is 621399 with a Business Size Standard of $ 7.0 Million. Additional Requirements: Contractors shall be required to meet the standards of VA healthcare policies; the Joint Commission and to provide current and appropriate Clinical Cardiac Perfusionist Certification and/ or Licensure and proof of insurance. Contractors are advised to only submit certifications and/or licensures of the candidates they are considering to perform these services at the ECHCS-DVA Facility.
