Description
Contracting Office: US Army Corps of Engineers, Walla Walla District, 201 North Third Avenue, Walla Walla WA 99362. Subject: Sources Sought for Biological Services for the Walla Walla District Office, Walla Walla, Washington Point of Contact: Nona Fincher, Contract Specialist, 509-527-7220, nona.r.fincher@usace.army.mil Description of the Requirement: The Contractor will provide biological services and quality assurance for the Corps of Engineers' Juvenile Fish Transportation Program at Lower Granite, Little Goose and Lower Monumental Dams and for biological services at McNary and Ice Harbor Dams. This contract will consist of a base year plus four option years. Specific tasks will include: assisting in the collection, sampling, bypass, and transport of juvenile salmonids; conducting regular facility inspections; providing assistance with gatewell dipping (if needed); water temperature collection at McNary Dam; the monitoring of outside groupsengaged in research at the facilities; the dissemination and reporting of information (weekly reports, and joint annual report with Corps biologists) and the coordination of activities with biologists at other operating projects. Sampling for the collection, bypass and transport of juvenile salmonids takes place daily, 7 days a week during seasonal work contract periods at Lower Granite, Little Goose, and Lower Monumental dams and every-other-day at McNary Dam. More limited sampling for fish condition takes place twice a week at Ice Harbor Dam at a time to be determined in the future. Contract biologists are expected to collect data daily from water temperature monitoiring probes located in gatewells, juvenile collection system and forebay. This data is used to guide powerhouse and fishway operations. The compiled data is used to create reports on weekly and annual basis. Because large numbers of Endangered Species Act (ESA) listed fish are handled during the course of sampling and monitoring operations, prospective contractor should be able to obtain appropriate quote mark take quote mark permits from the National Marine Fisheries Service and state agencies before commencing work. The NAICS code for this requirement is 541712 with a size category of 500 employees. Large businesses are also encouraged to respond. This is not a solicitation. This information is for planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Interested parties that respond to this sources sought announcement should submit the following information: 1) A capability statement expressing interest in this requirement, describing the company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by the company. 2) A statement or list of the company's current and/or past technical experience similar to or the same as the summary scope of work for this requirement. Include a brief description of each project scope, schedule, and dollar value. Please provide citations of technical reports or other scientific literature resulting from past experience as applicable. 3) A statement or list of the company's current or past performance similar to or the same as the summary scope of work. 4) A statement of the company's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), Small Business). 5) Indicate if your company can perform at least 51% of the work in accordance with FAR clause 52.219-14 Limitations on Subcontracting.
