Description
The Bureau of Reclamation has a requirement for construction work to remove nine (9) existing unit circuit breakers, nine (9) pairs of disconnect switches, and associated equipment, and install nine (9) new unit circuit breakers, nine (9) pairs of disconnect switches, and new associated equipment, to match the existing two (2) new unit circuit breakers for the Hoover Dam Power Plant. A previous sources sought notice was issued for this requirement under solicitation No. R14PS00364. The solicitation number is now changed to R15PS00073 due to the Bureau of Reclamation's transition into fiscal year 2015. The contractor shall provide all labor, equipment, material, transportation, and supervision to perform the following principal features of the work, including but not limited to: A. Remove the existing 16.5-kV Unit circuit breakers and associated disconnect switches. Removal work shall be completed carefully so that no damage to the existing equipment occurs. B. Sale the removed breakers and associated disconnects. The contractor will provide the government with the appropriated sale documentation, the proceeds from the sale will be credited to the government as part of the contract payment. C. Furnish and install nine (9) 25.3-kV generator-type generator-service circuit breakers and nine (9) pairs of disconnect switches. Breakers and associated equipment must be assembled to fully functional condition within the confines of the existing limited floor space for each breaker. D. Furnish and install one current transformer per phase on each side of the new Unit circuit breakers. E. Provide new wiring and schematic drawing in compliance with BOR standards. The new drawing shall indicate were the signals from and to the unit protection and control system lands in the new breaker terminal blocks. The contractor shall carry the BOR signal name in all drawings. F. Remove control and power cables from the existing breaker under BOR supervision. G. Land existing or new cables in the new breaker under BOR supervision. H. Provide a new wiring database using the existing BOR wiring database as an example. I. Input into the new database all existing cable sheets and import the existing data from the existing wiring database into the new database. J. Modify existing isolated-phase bus and furnish and install new isolated-phase bus to connect new circuit breakers to existing isolated-phase bus. K. During the initial phase of work at each breaker, modify existing isolated-phase bus to provide an air gap clearance point breaker and the associated transformer. During the final phase of work on each breaker, furnish and install a removable bus link in the newly created gap. L. Furnish and install all electrical components for breaker and disconnect control and indication. M. Provide all conduit, cable ways and any other material required to reroute the existing control and power cables from the existing breaker, disconnect and current transformers to the new breaker, disconnect and current transformers. If the existing cables are too short to reach the new breaker new cables shall be provided; the new cables shall be same type as the old cables. N. If core drilling in the floor slab is needed to bring the cable to the new breaker/disconnect arrangement, the contractor shall provide the service. X-ray testing or Ground Penetrating Radar test required prior to drilling. O. Provide complete commissioning and testing of the new breakers. P. Provide detail testing plan. The testing schedule shall include: 1. Name of the test. 2. Reference to this specification. 3. Reference to the standard governing the test 4. Copies of the standard. 5. Test procedure with settings. 6. Calibration certificate for the equipment used in the test. Q. Supply Spare Parts R. Modify or supply new rolling doors to allow access to the operating mechanism in compliance the International Building Code 2009 or the latest OSHA regulation. S. Seal the any slab penetration left by conduit with a fire prof sealant or grouting. T. Remove any tripping hazard from the breaker vault concrete slab. U. Remove the existing 300 psi air supply piping to the breaker and cap the line at the nearest valve. The magnitude of this construction project is more than $10,000,000.00 (FAR Subpart 36.204). This requirement will be solicited using small business set-aside procedures. The North American Industry Classification System (NAICS) Code for this acquisition is: 335313, Switchgear and Switchboard Apparatus Manufacturing. The small business size standard for NAICS Code 335313 is 750 employees. This acquisition will be procured in accordance with FAR Part 15, Contracting by Negotiation. Award will be made using the Trade-Off, Best Value selection process. Offerors will be asked to submit a technical and price proposal. Proposals will be evaluated based on the evaluation criteria stated in the solicitation. The resulting contract will be a firm fixed price contract. Hoover Dam is located on the Colorado River, approximately 7 miles northeast of Boulder City, Nevada and 32 miles southeast of Las Vegas, Nevada in Clark County, Nevada and Mohave County, Arizona. The Power Plant and offices are located on the Nevada side and the Arizona side. A site visit will be held at Hoover Dam. All offerors will be strongly encouraged to attend the site visit. The dates and times will be stated in the solicitation. Due to funding limitations and outage schedules, the number of unit circuit breakers which can be installed each year is limited. It is planned that four separate notice-to-proceeds (NTPs) will be issued over the entire contract performance period. The project performance is tentatively anticipated to begin in March 2015. It is contemplated that the overall estimated contract performance period is 1,460 calendar days commencing upon the issuance of the first notice to proceed. The solicitation, in the form of a Request for Proposal, will be issued on or about January 05, 2015, with offers due thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will be posted to FedBizOpps at www.FedBizOpps.gov.
