Description
High Velocity Oxygenated Fuel (HVOF) Landing Gear Overhaul Facility Implementation Solicitation Number: FD2020-15-00366 Agency: Department of the Air Force Office: Air Force Material Command Location: Hill AFB OO-ALC Date: 11 December 2014 Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size standard of $38.5M under "Military and Aerospace Equipment and Military Weapons" exception. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Air Force is conducting market research of industry to identify sources that meet Air Force requirements and that have the capability, experience, and qualifications, to provide engineering services to assist the Air Force with the completion of implementation efforts for HVOF coatings within the 309th MX facility. Air Force policy directs that hexavalent chrome emissions be reduced to stay within Occupational Safety and Health Administration (OSHA) standards. The Landing Gear Systems Engineering Group, working with multiple outside organizations and contractors have qualified and began implementation utilizing HVOF applied coatings for Hard Chrome Plate replacement. This effort has been ongoing for multiple years. Numerous engineering service contracts have been executed since 2005 for the implementation of HVOF coatings. Subject engineering services require contractor support to provide application, grinding, and stripping of HVOF coatings assistance to the 309th MX facility. Specific tasks include; tooling, grinding wheel procurement and fixture design and manufacture; monitoring from component specific prototype through the final completion and Government acceptance of Process Order Digital Display System (PODDS); tooling procurement, spraying equipment fixture design and manufacture; review of all component drawings and current Technical Orders (T.O.'s) for HVOF implementation data; generating component specific source data with review and final approval from 417 SCMS/GUEA; identification of hard tooling masks currently in use for substitution with reusable masking to increase booth productivity; modeling and stress calculations. Due to the size and complexity of this contract, period of performance is 5 years after contract award. 3. This synopsis is for information and planning purposes only. It does not constitute an invitation for bid or a request for proposal and is not to be construed as a commitment by the Government. No costs will be paid for any charges incurred in responding to this synopsis.
