Description
Sources Sought for possible solicitation for a Single Award Task Order Contract (SATOC), Indefinite Delivery, Indefinite Quantity (IDIQ) for the manufacture, assembly, testing, and delivery of Main Unit Digital Governors to replace mechanical governors for hydroelectric power turbines along the Missouri River. THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY. NO AWARD WILL BE MADE FROM THIS NOTICE. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; THEREFORE, DO NOT REQUEST A COPY OF A SOLICITATION. The US Army Corps of Engineers, Omaha District is seeking responses in the form of a Capability Statement, from qualified Small Business Community members [Section 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), HUBZone] and Other than Small (OTS) Business concerns for a sources for a Single Award Task Order Contract (SATOC), Indefinite Delivery, Indefinite Quantity (IDIQ) for the manufacture, assembly, testing, and delivery of Main Unit Digital Governors to replace mechanical governors for hydroelectric power turbines along the Missouri River. The Capability Statements should reflect the offeror's skill, and capabilities necessary to provide the item(s) described in the Project Description. The Capability Statements will be evaluated solely for the purpose of determining the acquisition strategy; whether this SATOC IDIQ will be Set-Aside for the Small Business Community or advertised as Other Than Small Business procurement. The Project Description and Capability Statement requirements are provided below. The SATOC IDIQ is anticipated for advertising in April 2015 with a desired award date in late July 2015. The estimated cost range of the SATOC - IDIQ, is $7,000,000, with the possibility of the purchase of up to 36 Main Unit Digital Governors over a 5 year period. The following NAICS codes may apply to this SATOC IDIQ: 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, size standard of 500 Employees; The following Product Supply Codes (PSC) may apply to this SATOC IDIQ: 2830 - Water Wheels and Water Turbines and Components PROJECT DESCRIPTION This SATOC contract will be for the manufacture, assembly, testing, and delivery of Main Unit Digital Governors to replace mechanical governors for hydroelectric power turbines along the Missouri River. Additional services might include the provision of a Governor Math Model for each turbine type tested for conformance with the specification requirements, system design specifications, provision of a Programmable Logic Controller (PLC) application software development suite, supply of the screen & display builder software, governor spare parts, training of government personnel. There is a possibility of up 36 governors being required for up to six sites. These units generate power from 20 MW up to 112 MW. Some of the units utilize Pelton main units on fixed blade propeller, and on Francis type, and have a Woodward main unit on Kaplan and Francis type. These units are distributed between 6 Dam sites along the Missouri River, Gavins Point, Ft Randal, Big Bend, Oahe, Garrison and Ft Peck. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, Omaha District, of any prospective Offeror/Contractor's capabilities as required by the above Project Description. Please provide your response to the following and limit your submission to 10 pages. Email responses are required. 1) Offeror/Contractor's name, address, point of contact, phone number, and e-mail address. 2) Offeror/Contractor's interest in bidding on the solicitation when it is issued. 3) Offeror/Contractor's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 3 years - Provide a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. Provide 3 examples. Commercial brochures or currently existing marketing material may also be submitted. 4) Offeror/Contractor's Business Size (Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc. or Other Than Small Business) 5) Offeror/Contractor's Joint Venture or Teaming information if applicable existing and potential SATOC IDIQ/s.
