- TSNRP Grants Management Support Services RFP The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Additional information regarding USU can be found on our website: www.usuhs.mil. USU has a requirement for Grants Management Support Services for the Tri-Service Nursing Research Program (TSNRP). The selected contractor shall be required to provide all qualified personnel and necessary travel to perform a variety of tasks to include but not limited to: program management, program outreach, calls for offers, pre-award grants management, post-award grants management, planning for and execution of the Post-Award workshop as well as the scientific review panels, website and database management, design and distribution of outreach materials, program meetings/workshop management, manage and perform the daily work and activities of the Resource Center and final reports management. This requirement will be issued under full and open competition. Historically this contract has been awarded as Cost Plus Award Fee but we are requiring Firm Fixed Price (FFP) for Labor components and Cost Plus Award Fee (CPAF) for other direct costs; i.e. meetings and travel. A contract for non-personal services not to exceed five years, inclusive of a base period and four option periods, is anticipated to be awarded. This requirement is unrestricted. The NAICS code being used for this requirement is 561110, "Office Administrative Services". Solicitation HU0001-15-R-0002 is a request for proposals (RFP) in accordance with the procedures of FAR Part 15 - Contracting by Negotiation. The RFP incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-78 (November 25, 2014) and Defense Federal Acquisition Regulation Supplement (DFARS) (November 13, 2014). A presolicitation sources sought synopsis was posted on 15 May 2014 under HU0001-14-R-0004 Tri-Service Nursing Research Program. Solicitation # HU0001-15-R-0002 is the follow-on solicitation in response to the FY14 notice. In order to be eligible for award, offerors must be registered in www.SAM.gov, with completed representations and certifications. The contract will be awarded using source selection procedures with best value trade-offs. The contractor must be in compliance with all Federal, State, and Local employment laws and regulations including withholdings, reporting, Service Contract Act (SCA). Solicitation is attached.
