- REDACTED J&A FOR SPE4A614R1687 NSN: 6680-01-493-1735, TRANSMITTER, LIQUID. Approved Source(s): VEGA AMERICAS, INC. DBA, 1K2S2, P/N VE208023. Destination Inspection is required. FOB is Origin. First Destination Transportation applies to this procurement. DLA Aviation Richmond does not currently have an approved technical data package available for this NSN. Required delivery is 58 days. This NSN is a non-critical application item. Solicitation will result in an Indefinite Quantity Contract (IQC) for a base year plus 4 option years. Solicitation is for a stock buy. Solicited unrestricted, on other than full and open competition. Higher Level Quality System of ISO 9001, Tailored ISO 9001or equivalent is required for the manufacturer of the item. Measuring Test and Equipment Clause 52.246-9003 applies. NSN is not a Critical Safety Item per SAP review on 11/3/14. Pricing will be evaluated on the Estimated Annual Demand (EAD), which is 48 each. The guaranteed minimum quantity is 12 each. These quantities will be the same for the base year and all four option periods. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation.
