- THE PURPOSE OF THIS NOTICE IS TO SEEK POTENTIAL HUBZONE SMALL BUSINESS FIRMS AND TO DETERMINE THE FEASIBILITY OF A HUBZONE SOLE SOURCE AWARD FOR THIS PROJECT. This is not a Request for Proposal. This is a request for information (RFI) issued for planning purposes only. The purpose of this RFI is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified HUBZone Small Businesses interested and capable of performing the work. The proposed contract is a potential HUBZone Sole Source procurement. The small business size standard classification is NAICS 541618, Other Management Consulting Services, (14.0 million in annual receipts). The Government will review Qualification Statements from HUBZone small businesses to see if they can meet or exceed the requirements. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business (e.g., 8(a), HUBZone, service-disabled veteran-owned small business, economically disadvantaged women-owned small business (EDWOSB), and women-owned small business (WOSB) under the WOSB Program) and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Marine Corps Installation Pacific, Regional Contracting Office-Hawaii (MCIPAC RCO-Hawaii) is developing its requirement for the 3 rd Marine Logistics Group (3 rd MLG) in obtaining contractor support in providing Financial management services support. MCIPAC RCO-Hawaii is seeking capabilities statements from qualified HUBZone small businesses. Individual companies, or consortiums, are encouraged to provide a summary capabilities statement addressing the following objectives in succinct detail: (1) Financial management services supporting Program Objective Memorandum (POM) development, budgeting, accounting and execution; (2) Audit lifecycle services for Financial Improvement and Audit Readiness (FIAR), assertion, readiness, intra-audit, sustainment support, and remediation management; (3) Risk and compliance support for OMB A-123 Internal Controls Over Financial Reporting (ICOFR); (4) Risk Assessments, Monitoring and Evaluation (M&E), Information Technology (IT) support; and administrative initiatives. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate capabilities related to the stated objectives, (2) Link to the respondent's appropriate rate schedule, or GSA Schedule of same; and (3) Citation of three current, or past DOD, or civilian federal customers (i.e., within the past 3 years) to include contract number, point of contact, telephone number, and e-mail address. Responses are due by 3:00 PM, HST on Monday, 29 December 2014. Please submit e-mail responses to GySgt Byron Moody at e-mail address: byron.moody@usmc.mil. Ensure the subject line of the submission identifies the RFI number and the name of the company submitting the response. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation exists at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information considered proprietary should be clearly marked as such on the submission. Facsimile transmissions and late submissions of Qualification Statements will not be accepted. A forthcoming synopsis will indicate whether the project will be a restricted or unrestricted procurement action. Respondents will not be notified of the results of the evaluation.
