- This is a Sources Sought Notice announcement, for market survey information only, to be used for preliminary acquisition planning purposes. No proposals are being requested and none will be accepted in response to this Notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. The Transportation Security Administration (TSA) is issuing this Sources Sought/Request for Information to determine the markets capability to meet TSA's need for a managed services contract for satellite phone service and satellite television service. The purpose of this Sources Sought Notice/Request for Information is to determine if there are adequate 8(a) contractors to provide adequate competition to compete, manage and perform the services described below. TSA's Office of Information Technology (OIT) manages the procurement, delivery, operation and maintenance of all information technology including satellite TV and satellite phones for the agency. This responsibility includes satellite television service, satellite phones, cable television service and related service installations. Cable television is used as an alternative to the satellite services, when satellite services are unavailable or cost prohibitive. The current program provides service to over 50,000 TSA employees and contractors at various locations including: headquarters; four hundred plus (400+) airports; the TSA Freedom Center; other non-airport locations; and other customers supported by TSA. The products are a mixture of approximately: 347+ Iridium and Inmarsat satellite phones; satellite (Direct TV) TV services with over 800 receivers in service and local cable TV access service. Please provide answers to the following: 1. What type of services do you offer that may satisfy this requirement? 2. What is your experience level in help desk support for satellite services? 3. Would your company be able to supply the equipment to the whole of TSA? TSA has sites located in each state nationwide including Alaska and Hawaii. 4. Would your company be able to manage a nationwide network of service technicians? a. If an issue wasn't resolved, would they be able to dispatch a technician? b. Would your company be able to provide nationwide onsite tech support to address any issues with the devices? c. Would you company be able to coordinate installation services. 5. How would you facilitate nationwide shipping? a. How shipping charges would be applied (by order, included in the contract)? b. How has your company done this before? (If applicable). 6. What are your service warranty terms, if any? 7. Are there additional charges for special packing or packaging? 8. Is a commercial services catalog available? Is this catalog available on-line? 9. What is your average service ordering lead-time? 10. Is your company a Small Business Administration certified 8(a) company. The North American Industrial Classification System (NAICS) Code applicable to this acquisition 517410. The Small Business Size Standard for this acquisition is $32.5M. Prior Government contract work is not required for submitting a response under this sources sought notice. Not all technical evaluation factors and sub-factors have been established at this time. Past Performance will be evaluated. Offeror's response to this synopsis notice shall be limited to 7 pages and shall include the following information: 1) Firm's name, address, point of contact, phone number, and e-mail address; 2) Firm's interest in providing a proposal in response to the solicitation when it is issued; 3) Provide location of the firms' 8(a) business and the Small Business Administration Region. It is preferred that interested firms include their SBA letter approving the firm's bona fide place of business within its Region. 4) Firm's capability to perform a contract of this magnitude and complexity (include firm's in-house capability to execute the requirements of the TSA solicitation) within the past 5 years, brief description of the project, customer name, timeliness of performance, customer satisfaction, percentage of completion, and dollar value of the project. Provide at least three examples; 5) Firm's type of business and business size; 6) Firm's Joint Venture information, if applicable, existing and potential; Interested offerors shall respond to this Sources Sought Notice no later than January 8, 2015 at 4:00 PM (EST).
