Description
Introduction This Request for Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a competitive process. The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is seeking potential sources to enter into a contract for Live Streaming Conference Support and License Software. The purpose of this RFI is to identify qualified contractors who are able to meet VA's requirements, determine if commercial items are available or could be modified to meet VA's requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available. Background The VA TAC sponsors an Advanced Planning Brief to Industry (APBI) one-day conference on a yearly basis. The objective of the APBI is to brief industry on information technology (IT) acquisition opportunities and Department initiatives. This conference is held at an off-site location which limits the amount of attendees. The Live Streaming Conference Support and License Software project will utilize available tools that will enable the VA TAC to improve attendance through live streaming of the event through a software license and event support. Requirements Utilize a web-based user-friendly software live-streaming solution that will allow for 1,000 online viewers of the event. The event will consist of live speakers and PowerPoint slide presentations. Both shall be broadcasted to the target audience. 3 administrative licenses to support setup and running of the meeting. Software shall not be hosted on VA infrastructure. Software shall be viewable by Internet Explorer, Firefox, Safari and Chrome browsers. Viewers shall not be required to download client software. Software shall require viewer registration (Name, Company) to provide for viewer accountability prior to the event. Additionally, if the event link is forwarded to another participant, they shall be required to register. Registration form fields shall be customizable. Software shall provide 5 separate "chatrooms" for viewers to enter and chat online amongst themselves. These rooms shall be named by the event administrator. Chat logs shall be downloadable after the event concludes. Software shall provide a method for collecting questions from online viewers. Event Management Support is required for pre-event support and on-site support the day of the event to perform all activities necessary to successfully run the event. Event Management Support shall include all IT/Video equipment required to stream the event (the venue will provide local equipment such as audio out, microphones and projection to perform the live event). After the event has concluded, the recording shall be available for download by VA to distribute as necessary. Submittal Information It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. In response to the RFI, interested contractors shall submit the following information by close of business on December 19, 2014. 1.Capabilities/Qualifications - Description of the capabilities/qualifications/skills your company possesses to perform the work. 2.Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform the work. 3.Commercial availability - Description of the length of time your product/solution has been commercially available or, if necessary to modify your commercial product/solution, what is the impact to the commercial price, availability and magnitude of modification. 4. Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? 5.Price information - Provide your commercial price history and rough order of magnitude for the same or similar products/solutions. 6.Other Market Information - Provide any other relative information, however this information shall be included within the 5 page limitation.
