Description
This notice is not a Solicitation, and it does not seek the submission of complete formal binding proposals. This is merely a Request for Information (RFI) / Sources Sought notice, and it suggests only that any interested 8(a)-certified company e-mail a Statement of Qualifications to james.mowery@dot.gov and to Stephanie.sager@dot.gov and to Pamala.Millbrook@dot.gov by 11:59 PM Eastern Standard Time December 21 st, 2014. There is no limit on the length of any response, but each responder should, nevertheless, take care to tailor its submission to the Statement of Work given below. Although this notice stops short of setting December 21 st as an absolute deadline for submitting Statements of Qualifications, the U. S. Department of Transportation (DOT) is not promising to review any qualifications-statements submitted to DOT after December 21 st. DOT reserves the right to determine, in its sole discretion, whether or not it would be in DOT's interest to review any responses that might be submitted after December 21 st. To repeat: Only 8(a)-certified companies (that are still inside their 9-year 8(a)-membership-period) are invited to respond to this notice. The U. S. Department of Transportation (DOT) cannot and does not promise that any contract will ever be awarded as a result of this notice. DOT cannot and will not reimburse any organization for its time or effort or costs expended in compiling a Statement of Qualifications in response to, or in otherwise responding to, this notice. There is an incumbent contractor, but there is a possibility that the incumbent contract might not be continued into, or might not be continued throughout, the year 2015. DOT's cognizant program office and contracting officer have made a decision not to divulge the company-name of the incumbent contractor. If DOT ultimately decides not to continue the incumbent contract into, or throughout, the year 2015, then any contract that might be awarded as a result of this notice would replace (i.e., would be a follow-on to) the incumbent contract. But if DOT ultimately decides to continue the incumbent contract, then it is unlikely that any contract would be awarded as a result of this notice. If and only if DOT hereafter decides to award a contract as a result of this notice, then any such contract would probably be awarded as an 8(a)-sole-source contract. Any interested 8(a) company should include, in its Statement of Qualifications: (a) resumes for any persons the responder thinks might be serving as staff-members in the performance of any contract that might be awarded to the responder as a result of this notice; and (b) past-performance references, including each such reference-person's current e-mail address and current telephone number; and (c) a narrative describing the history and relevant qualifications of the responding company. Any interested 8(a) company should consider the possibility of also including, in its Statement of Qualifications, an informal, non-binding display of the fully-loaded hourly pay-rates that the responder estimates might be applicable to any contract that might be awarded to the responder as a result of this notice. All responses should be tailored to the following Statement of Work: STATEMENT OF WORK U.S. DEPARTMENT OF TRANSPORTATION PASSPORT COURIER/DRIVER SERVICE SCOPE OF WORK The Contractor shall provide one dedicated Courier/Driver ( " Driver " ) who will perform all duties associated with the delivery and pick-up of passports to and from the U.S. Department of Transportation (DOT), the Federal Aviation Administration (FAA), the U.S. Department of State (DOS), and foreign embassies and consulates within Washington, D.C. B. DESCRIPTION AND LOCATION The Contractor shall provide a professional driver to perform driving and courier duties associated with the issuance of passports and visas (to DOT Federal employees) that need to be delivered to and picked up from various locations in Washington, D.C. Base operations will be located at the DOT Headquarters at 1200 New Jersey Avenue, S.E., Suite W54-320, Washington, D.C. 20590. Delivery and pick-up locations will vary from day to day. C. HOURS OF OPERATION The hours of operation have been established for a 23-hour week, as detailed below, but a certain amount of flexibility will be required to accommodate unexpected requirements outside of the established schedule: Monday 10:00am - 12:00pm (2 Hours/Week) Tuesday, Wednesday, Thursday, Friday 9:30am - 1:30pm (16 Hours/Week) To be determined each week Unspecified (5 Hours/Week) NOTE: If necessary, funds will be added to the contract not to exceed (NTE) an additional five (5) hours per week for a total of 28 hours per week. •1. Any services required beyond the scheduled hours shall not cause the total weekly hours to exceed 40 hours per week. Nor shall the Driver exceed the total number of hours on the contract, which may require working less than 23 hours one week, if the Driver worked more than 23 hours the previous week. •2. The Driver shall not be expected to provide service on the following days: New Year's Day, Martin Luther King's Birthday, Presidents' Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, or on days when the DOT Headquarters facilities are closed for weather or other emergencies. •3. The Contracting Officer's Technical Representative (COR) shall establish the official schedule, from which the Driver shall not deviate. •4. The Driver shall begin service each day in accordance with the established schedule. The Driver shall have minimum latitude to adjust the route. •5. It will be the responsibility of the Driver to ensure their timesheet is accurate and submitted in a timely manner for the COR's review before the Driver submits their timesheet to their NT Group supervisor. Timesheets should be submitted to the COR by 10:00am on the Monday following the end of the time period. D. PERSONNEL Minimum Qualifications: The Driver shall speak the English language fluently, shall be able to read and understand printed traffic laws and signs, and understand verbal instructions in English. Two (2) years of experience driving in a chauffeur or service-oriented capacity. Licensed to drive in the District of Columbia and surrounding States. Possess a clean driving record, a copy of which must be provided. Maintain a professional and courteous attitude at all times. Must be highly responsible to ensure the safeguarding of sensitive documents. The Driver must have an up-to-date Background Investigation acceptable to DOT or be able to successfully undergo this investigation as a requirement for employment. (Details are provided in the contract under the "DOT Contractor Personnel Security and Agency Access" clause per Acquisition Policy Letter APL-2012-01 and the Federal Acquisition Regulation Clause - 52.204-9 "Personnel Identification Verification of Contractor Personnel." Must adhere to and pass all random drug testing and results, which are submitted to the Contracting Officer (CO) in the Office of Acquisition Services. The Driver must be in good physical condition. Since parking next to delivery and pick-up locations is not always available, there may be some walking required, including streets and sidewalks that are on an incline. Performance Requirements: The Driver shall operate the vehicles at all times in a responsible and competent fashion. The Driver shall have in his or her possession at all times while on duty, a current driver's license for operating vehicles in the District of Columbia and surrounding States. The Driver must present a neat and professional appearance at all times while on duty (business casual). The Driver shall be courteous and responsive at all times to all DOT, FAA, DOS, and embassy personnel during the delivery and pick-up of passports and visas, and to passengers, if applicable, who are riding in the vehicle. The Driver shall not engage in verbal or physical altercations. The Driver shall keep track of all passport receipts, or delivery and pick-up dates when receipts are not provided by the embassies. Information on delivery and pick-ups must be entered in the Driver's log book. DOT will provide the log to the Contractor/Driver. The Driver shall ensure that street/parking signs are strictly adhered to and that the government vehicle is always parked in a safe and legal parking location. If a suitable parking spot is unavailable, the driver must wait in the vehicle or circle the delivery point until a suitable parking spot becomes available. The Driver shall maintain all required fuel and mileage logs for the purpose of reporting to the General Services Administration. All data will be submitted to the COR upon request for forwarding to the Office of Facilities Management. DOT will provide the log to the Contractor/Driver. The Driver shall not use telephone, audio or video communication devices for emailing, text messaging or talking while vehicle is in motion, stopped at a stoplight or stop sign, or in any other stopped position except when parked. The Driver must be physically able to perform all general duties, functions, and activities required under this contract, including the ability to understand all information and directions provided by the Passport Specialist or her backup and embassy personnel. The Driver must have a thorough knowledge of vehicle safety procedures and passenger security. Prior to operation of a vehicle, the Driver is required to perform daily inspections and routine maintenance on the vehicle. It is the responsibility of the Driver to ensure that the vehicle is safe to operate and that all routine maintenance procedures are observed. The exterior should be inspected for damage. Tires, windshield wipers, signals, lights, mirrors, and all other safety components will be verified as working properly. Oil, vital fluids, coolant, brakes and brake air pressure will be checked and verified as working properly. The Driver will also inspect the interior of the vehicle and ensure that it is clean and serviceable. Heating and air conditioning will be checked to ensure passenger comfort. Any problems or deficiencies effecting the safe operation of the vehicle will be noted and immediately reported to the COR. The Driver will be responsible to refuel and top off engine motor oil and vital fluids as needed. Service needs that are outside of routine maintenance should be identified by the Driver and communicated to the COR so this type of maintenance can be scheduled. DOT will provide a credit card for each vehicle, which will be used to pay for car wash, fuel and motor oil purchases only. The Driver will obtain a receipt from the station operator for every purchase. The receipt must list each line item purchased along with quantity, price, and date. Purchases will not be made in bulk but will be purchased as needed. The Driver will sign and date each receipt and will attach each receipt to the vehicle maintenance log. DOT will provide the log to the Contractor/Driver. The Driver will also be responsible to take vehicles to a carwash facility as needed. E. CONTRACTOR REQUIREMENTS The Contractor shall not employ any person in this contract who is an employee of the U.S. Government if employment of that person would create the appearance of a conflict of interest. The Contractor shall not employ on this contract any person who is a former employee of DOT without prior approval of the COR. The Contractor shall maintain business office hours in the Washington, D.C. metropolitan area where responsible individuals within the company can be contacted to resolve contractual issues. The Contractor shall fill out and require each of its employees, under the resulting contract with DOT, to fill out forms necessary for security clearances or other reasons. Upon request of the COR or the CO, the Contractor shall supply, at no cost to the Government, employee fingerprints and drug testing. The Contractor shall provide the COR with as much advance notice as possible when employee will be on annual or sick leave. In the event that the Driver is issued any traffic violation citations, the Contractor is responsible for full payment by the required due date as stipulated on the citation. The Contractor must inform the COR immediately of any known traffic violation citations. The Contractor shall provide a Secondary Driver to fill the same role as the Primary Driver in the event that the Primary Driver is unavailable for an extended period of time (three (3) or more days). The Secondary Driver will be required to have the same level of clearance and to meet all of the same requirements as the Primary Driver. The Secondary Driver shall be available to ride with the Primary Driver for an estimated twenty (20) hours, if required, on different occasions as part of the training process, or as determined by the COR. DOT will pay the Contractor for the Secondary Driver's time during training. If training is conducted by a DOT employee, the Primary Driver will not report to work that day unless requested by the COR. F. STAFFING PLAN The Government reserves the right to have the Contractor remove any employee from the job who drives in a reckless manner, endangers persons or property in any way, performs in a manner where his or her conduct is unprofessional and reflects negatively on DOT, or fails any drug tests. Should such an event occur, the Contractor shall immediately relieve the Driver of duties and provide a replacement Driver. The COR shall have the opportunity to interview the Contractor's employees to determine if their qualifications meet the standards of this contract. If Contractor personnel fail to meet contract requirements, the Contractor will be required to provide a fully qualified replacement within five (5) business days. G. PERFORMANCE EVALUATION MEETINGS The Contractor shall meet with the COR as required by the COR but no more than once a week during the first month of contract performance to discuss implementation progress and any problems. Thereafter, meetings shall be held on a monthly basis to discuss accomplishments, performance and any other concerns. In both these instances, meetings may be held more or less frequently, as requested by the COR. H. EQUIPMENT The Driver shall maintain two-way communication between the vehicle and assigned personnel in the Office of Security throughout the day. A cell phone shall be provided by the Contractor. The Driver shall not knowingly operate an unsafe vehicle, nor operate it in an unsafe manner. I. PERMITS AND RESPONSIBILITIES Upon notification of contract award, the Contractor shall provide an official policy covering driver liability. The Certificate of Insurance shall meet standard insurance coverage requirements for this type of service. The Contractor shall, without additional expense to the Government, be responsible for obtaining all necessary permits and licenses, and for complying with any applicable Federal and local laws, codes and regulations in connection with performance under this contract. J. DOCUMENT REQUIREMENTS The Contractor shall ensure that all vehicle Drivers possess the required licenses and permits before operating the vehicles. The Contractor shall provide copies of such licenses or permits to the COR or the CO upon request. •. A CCIDENTS AND REPORTS Immediately after an accident, the Contractor/Driver shall follow the steps detailed below: •1. Take all reasonable steps to assure the safety of any passengers. •2. Contact and notify the local Police Department about the accident. If the Police Department chooses not to respond, the Driver shall coordinate with the COR to contact the Federal Protective Service (FPS). •3. Obtain the other driver's information and applicable documentation. •4. Contact the Contractor Operations Manager and the DOT COR or CO. •5. Obtain a list of any passengers' names, phone numbers, and DOT routing symbols. •6. At the scene of the accident, the Driver must complete the SF-91 Motor Vehicle Accident Report (located inside the vehicle). •7. The Driver shall provide a copy of any law enforcement reports and the SF-91 Motor Vehicle Accident Reports to the DOT COR. In addition, the Contractor/Driver must cooperate fully in a timely fashion with any investigations or inquiries concerning the accident. •L. VEHICLE REPAIRS DUE TO ACCIDENTS In the event that the Driver is involved in an accident that is determined to be the Driver's fault per the accident report, and repairs to the vehicle are necessary, the Contractor must reimburse DOT for any repairs. DOT shall submit the reimbursement amount in writing to the Contractor. The Contractor shall reimburse DOT by check made payable to U.S. DOT/OST, with the contract number notated on the check. QUALITY CONTROL/ASSURANCE The Government reserves the right to monitor Contractor performance on this contract and make any adjustments in payment necessary to adjust for substandard service. The Contractor shall include a monitoring plan in the submission of the technical proposal that will then be utilized by the COR as a framework for evaluating Contractor performance. The CO and COR will ensure the surveillance plan will be in accordance with FAR 52.246-4, Inspections. •NL. PERIOD OF PERFORMANCE Any contract which might be awarded would probably have a Base Year and two Option Years, and would probably begin some time in the first three months of calendar-year 2015.
