- Amendmenet A00001 to Solicitation No. NRC-HQ-60-14-R-0014 Amendment A0001: On SF33, Section 9, the close date is changed from December 23, 2014, 12:00 p.m. to read December 30, 2014, at 12:00 p.m. EST. The purpose of Amendment No. 01 is to provide NRC responses to questions received for this solicitation. re-Solicitation Notice: DESCRIPTION: As part of the flooding protection at Nuclear Power Plants arising from design basis floods, penetrations in walls at the NPP that allow such items as cables, conduits, cable trays, pipes, and ducts to pass through the walls should be essentially water tight to preclude water from flowing through them and affecting the performance of safety related components in the NPP. Flood seals for penetrations (FSP) are installed to seal these openings to ensure water tightness and integrity of the wall penetrations. Currently there are no known standard test methods or acceptance criteria for FSP's and their effectiveness to water pressure heads when subject to degradation due to drying and cracking, immersion under water for long periods, flooding events, vibrations from items such as piping passing through them, hydrodynamic forces and impacts by debris during flooding events, etc. Thus, there is a need to establish testing standards, criteria and protocols to evaluate the effectiveness and performance of these seals. As a result of the Fukushima nuclear incident, the NRC has issued a Request for Information pursuant to 10 CFR 50.54 (f) requiring all operating nuclear power plants in the U.S. to re-evaluate their design-basis flood estimates. As part of the flooding protection at Nuclear Power Plants (NPP), penetrations in external (and internal) walls at the NPP that allow such items as cables, conduits, cable trays, pipes, and ducts to pass through the walls should be water tight to preclude water from flowing through them and affecting the performance of safety related components in the NPP The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the project, "Flood Penetration Seal Performance at Nuclear Power Plants." This will be a full and open competition for the award of a Cost Reimbursement type contract. The designated NAICS Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 500 employees. The government anticipates a contract period of performance of January 13, 2015 to January 12, 2018. The Solicitation/Request for Proposal (RFP) will be issued utilizing FAR Part 15, source selection: best value/tradeoff process. The government anticipates release of the solicitation on or about October 29, 2014, with a projected closing date of December 2, 2014. These are projected dates and are subject to change. The solicitation will be available through the FedBizzOpps website at https://www.fbo.gov, and through FedConnect at https://www.fedconnect.net. All interested offerors shall be registered in FedConnect in order to be able to submit a proposal. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through FedConnect website and FedBizzOpps website. The solicitation document and its related documents, as appropriate, will be posted at these websites. Therefore, interested parties shall not send letters, e-mails, or faxes requesting copies of the RFP. Accordingly, telephone, maile, e-mail, or faxrequests will not be honored. Interested parties shall be responsible for monitoring the FedConnect website and the FedBizzOpps website to assure that they have the most up-to-date information regarding this acquisition. The contracting officer has enabled the "Register as Interested Vendor" feature for the referenced solicitation number.
