- SEE ATTACHMENTS. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Initial and Recurrent Technical Training for Flight Test Pilots and Flight Test Engineers. FAA contemplates award of an indefinite delivery / requirements type contract for a 1-year base period with four 1-year option periods. To be considered qualified to meet the requirements of this procurement, each offeror must possess an applicable training program approved under Federal Aviation Regulation (FAR) Part 121 or FAR Part 135 or a training course approved under FAR Part 141 or FAR Part 142 for the aircraft identified herein. Each offeror must also submit a technical proposal in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Preparation of Technical Proposals," along with a copy of their FAA approved training program. Each offeror must submit a proposal in accordance with the Screening Information Request (SIR) provisions in Section L of the SIR. This procurement is unrestricted as to business size. The North American Industry Classification System (NAICS) code for this procurement is 611512, Flight Training, with a Small Business Size Standard of $27.5 million. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Randall L. Bratcher, Contract Specialist (AAQ-731), via e-mail at randall.bratcher@faa.gov Proposals are due no later than 3:00 p.m. local time (Central Time Zone), January 13, 2015 and must be submitted to FAA, Customer Service Desk (AAQ-710), Physical Address: 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Mailing Address: P.O. Box 25082, Oklahoma City, Oklahoma 73125. The proposal must be sealed and labeled as follows: SIR/RFO DTFAAC-15-R-01239, due 3:00 p.m. CT, January 13, 2015. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, January 13, 2015, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $570,000.
