- 12 December 2014 Update: Future notices/announcements regarding the Army Combat Training Instrumentation Contract (ARCTIC) effort will be posted under announcement W900KK15R0003 Draft Performance Work Statements for the basic contract in addition to two initial orders/sample tasks were posted on 12 December 2014 under announcement W900KK15R0003 ----End of Update---- 29 October 2014 Update: Acquisition Timeline Estimate: - Sources Sought Synopsis/Pre Solicitation Notice 1st Quarter FY 2015 - RFP Release 2nd Quarter FY 2015 - Contract Award 4th Quarter FY 2015 Based on the results of market research conducted to date, the Government anticipates a Service Disabled Veteran Owned Small Businesses (SDVOSB) set aside. Responses are not requested as a result of this 29 October 2014 update. ----End of Update---- Project: Army Combat Training Instrumentation Contract (ARCTIC) Notice Type: Request for Information/Market Research Brief Description: The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE) is conducting market research for the procurement of hardware in support of the Combat Training Centers (CTC) live training systems. Included with this Request for Information (RFI), we are seeking market information on businesses able to provide the capabilities, as described here. PEO STRI, PM TRADE, anticipates procurement and delivery of material/hardware in support of numerous lifecycle upgrades and efforts: 1)The CTC-Instrumentation System (CTC-IS): A fixed-site instrumentation capability designed for the employment at maneuver CTC at the National Training Center (NTC) at Ft Irwin, CA, Joint Readiness Training Center (JRTC) at Ft Polk, LA, and the Joint Multinational Readiness Center (JMRC) at Hohenfels, Germany. 2)Joint Pacific Multinational Readiness Capability (JPMRC) Acquisition Strategy Planning Information (DRAFT): Contract Vehicle: Single Award IDIQ Contract Type: Firm Fixed Price Approximate Funding: $40M - FY15-FY19 Acquisition Timeline Estimate: - Sources Sought Synopsis 4th Quarter 2014 - RFP Release 4th Quarter 2014 - Contract Award 2rd Quarter 2015 RESPONSES REQUESTED: Contractors electing to respond should contact Matthew Fehl, Contract Specialist by electronic mail at matthew.fehl.civ@mail.mil with a copy furnished to Lisa Parker, Contracting Officer at lisa.c.parker.civ@mail.mil not later than 4:00 PM EST, June 3, 2014 indicating their capabilities. Contractors shall submit a capability statement that provides the information requested below. Capability statements shall not exceed two (2) pages not including cover sheet. In addition, contractors are encouraged to submit marketing brochures or pamphlets along with their capability statement. 1)Contractors shall describe their experience (not just knowledge of the process) of the following areas: - Continuous Technology Refresh (CTR) - Dealing with issues of obsolescence/modernization 2)All responses to this notice should include the following: Company Name, Point of Contact, Address, Telephone and Fax Numbers, Email Address, DUNS number, CAGE code, Small Business Size Status for NAICS Code 541519 (150 employees) in addition to applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), etc.). Small businesses are asked to indicate interest in participating as the prime contractor or as a subcontractor. NAICS code 541519 - An Information Technology Value Added Reseller provides a total solution to information technology acquisitions by providing multi-vendor hardware and software along with significant services. Significant value added services consist of, but are not limited to, configuration consulting and design, systems integration, installation of multi-vendor computer equipment, customization of hardware or software, training, product technical support, maintenance, and end user support. For purposes of Government procurement, an information technology procurement classified under this industry category must consist of at least 15% and not more than 50% of value added services as measured by the total price less the cost of information technology hardware, computer software, and profit. 3)Respondents are reminded to properly mark any proprietary information. 4)PEO STRI requests information regarding potential program risks, the identification of cost drivers, and any other information that may be relevant to facilitate development of an appropriate acquisition strategy.
