Description

The Salisbury VA Medical Center (VAMC), Salisbury, NC is seeking the services of a certified Service Disabled Veteran Owned Small Business that will provide materials, labor, tools, equipment, transportation, and qualified supervision required for project 659-14-004, LEGIONELLA CONTROL IN BUILDINGS 2 AND 14. THIS REQUIREMENT WILL BE 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES. Work includes, but is not limited to the demolition and removal of existing structures, replace all valves in the hot water loop and domestic water in the crawl space and ground floor of building 2, verify the hot water loop in building 2 and correct per plans and specifications, locate all mixing valves in building 2 and remove them and complete the loops at the top of each active riser, remove dead legs in the hot water loops in Building 2, remove the drinking water loop system from building 2, remove drinking water fountains that are on the drinking water loop and hold safe then return to the VA. Replace faucets and install mixing thermostatic valves at every sink in building 2 that has hot water supplied as identified in the drawings. Install Thermostatic valves at showers or replace shower controls in building 2 depending on access to the supply piping. Utility sinks that has piping inaccessible shall have installed check valves before the control valves of the faucet. Install piping and equipment to complete the hot water supply system in Building 14E. Add a circulation pump to the loop. All fixtures in Building 14E shall have a mixing valve as stated above installed in building 2. Demolish and Install new riser valves, trace down the Hot water loop, construct a supply manifold that feeds the hot water risers in each wing of building 2 and divides the center of the building into 4 zones. Install ports for sampling sites and regulators to allow control of the hot water zoned loops. Remove original mixing valves in the hot water loops and complete the loop with a reducer. The NAICS code for this procurement is 238220 with a small business size standard of $15.0M. All work shall be completed within One Hundred and Eighty (180) calendar days after date of receipt of notice to proceed. This includes final inspection, punch-list, and clean-up. The estimated dollar amount of this procurement is between $250,000.00 and $500,000.00. Solicitation will be posted on/about November 24, 2014. A pre-bid walk-through will be held on or about one week after the posting of the solicitation. These dates are estimates. The actual dates will be stated in the solicitation. The Contracting Officer's email address is carmel.sanchez2@va.gov. Firms submitting a bid must be registered at both the System for Award Management (SAM) and Vet Biz (CVE Certified). The Online Representations and Certifications (SAM) must be completed by each firm submitting a proposal prior to the bid opening date. Important Notice: Offeror must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises at the time of submission of proposal. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of proposal submission will result in the offeror's proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
