Description
This requirement is for support of the F-4 Phantom - NSN 5940-00-266-8424, Spice, Conductor which is IAW Qualified Products List (QPL) 81824-5 Not 1. The RFP will cover requirements for an Indefinite Quantity Contract (IQC) for a 1-year base period and four, 1-year option periods. The solicitation will be issued as a 100% Small Business Set-Aside. The RFP will be issued for an estimated annual quantity of 987 for the base year and each option years with a total maximum 5 year quantity of 4,935 each. Offers will be solicited with a delivery of 72 days ARO. Terms are FOB Origin with Inspection at Origin / Acceptance at Destination. DLA Direct requirements only. Based on market research, the Government is using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Clause 252.225-7001, Buy American Act and Balance of Payments Programs applies. The solicitation will include provision 52.215-9023, Reverse Auction. Since a Reverse Auction may be conducted, offerors are encouraged to access the ProcureX system to self-register and review the available training tools at: dla.procurexinc.com to learn more about how to participate in an auction. Offerors who do not self-register will be loaded at the time of auction by DLA. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Solicitation will be issued on or about January 5, 2015. Suppliers must be registered in the System for Award Management (SAM) database at web portal www.sam.gov. This web portal consolidates the capabilities of the Central Contract Registry (CCR) and Online Representations and Certifications (ORCA). Annual updates to suppliers' registration will be required. No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation. Offerors must submit a completed solicitation package; A copy of the solicitation will be available via the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP. From the DIBBS homepage, select "Search RFPs" from the toolbar. RFPs are in portable document format (PDF).
