- Request for Information (RFI) for Patent Office Action Editor Solution Patents End-to-End (PE2E) will be the United States Patent & Trademark Office's (USPTO) next-generation IT infrastructure, supporting patents business operations. The PE2E system will replace the nearly four (4) dozen aging legacy systems used today with a single system that unifies electronic processing over the entire patent application lifecycle (hence "end-to-end"). Office Action authoring is a critical component of patent examination and involves data collection from various sources which are copied and appended, along with form paragraphs(predefined legal language containing statutory rules and regulation information) and feedback from the patent examiner onto the Office Action Editor. The editor queries standard form paragraphs which are constantly updated so that the examiner is able to insert standard form paragraphs where needed. The USPTO seeks an online editor solution which will replace the existing legacy Office Action editing system. The current legacy system is based on MS Word with Macros which have been customized to perform the crucial functions. The future online editor shall be able to support a variety of document formats and should leverage current web based technology and industry best practices. As the PE2E system will operate on web representations of all patent application documents from initial filing to publication, this RFI seeks to obtain information from interested parties, including the vendor community, about potential solutions to the problem of editing and commenting documents on a web based platform as well as potential opportunities to find solutions to support office action processing. The USPTO is exploring a wide range of possible solutions for several web based document editing software which can support collaborative editing. The proposed solution needs to support 15,000 active users with real time response time even when editing documents sized 100+ pages. Each document may contain images, tables, and comments with multiple fonts, paragraphs, headers and footers on the document. The future authoring editor shall support up to 15,000 active users and support editing documents in a web-based environment. The editing environment shall be able to support multiple page formats, layouts, fonts and paragraphs along with header and footer.
