Description
The purpose of this amendment is to provide answers to questions asked regarding this Request for Lease Proposal (RLP), and make edits changes under this RLP. 1) List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required. Answer: All are listed at www.fbo.gov 2) Soft Copy of the Tender Document through email. Answer: Listed at www.fbo.gov 3) Names of countries that will be eligible to participate in this tender. Answer: See www.sam.gov 4) Information about the Tendering Procedure and Guidelines Answer: See solicitation Listed at www.fbo.gov 5) Estimated Budget for this Purchase Answer: Not available 6) Any Extension of Bidding Deadline? Answer: Not at this time. 7) Any Addendum or Pre Bid meeting Minutes? Answer: No 8) Original ad stated 10 year firm term. Is the 1 year firm term accurate? Answer: This is changed to read (1) Base year and (4) Consecutive one year options 9) If so what happens if only one Landlord makes a technically accurate response ? Answer: See response to number 8 (pricing will conform to (1) Base year and (4) Consecutive one year options.) 10) What determines if CNS remains beyond year 1? Is that the only reason? List please. Answer: Weather or not the Government exercises on option year will be based on an annual assessment of the lessor's performance, the Government's continued need for the space, and the availability of appropriated funds. 11) Does the Combined Synopsis/Solicitation under solicitation number CNSHQ15R0001 contain requirements similar to a current contract? Answer: Yes 12) If possible, please provide the current contract number. Answer: CNSHQ10L0001 13) Or, is this a new requirement for the government. Answer: See response 11 and 12. Under the Standard RLP GSA FORM R101c (09/13) The following paragraphs are Changed: A) Delete paragraph 4.03 AWARD BASED UPON PRICE (JUN 2012) in it's entirely B) Paragraph 4.04 OTHER AWARD FACTORS (JUN 2012) under Date of Occupancy change to read 5. Date of Occupancy: Occupancy is desired on or before September 30, 2015, but the Government will evaluate all proposed occupancy dates. Lessor shall provide the number of days after lease is awarded that the space shall be available for occupancy. 1 = Poor 2 = Fair 3 = Good 4 = Very Good 5 = Excellent C) Paragraph 4.04 OTHER AWARD FACTORS (JUN 2012) Add 6: 6. HUBZone Small Business Concern. a. If, following completion of the Price Evaluation, award is proposed to a non-small business, and there exists as part of the procurement another technically acceptable proposal submitted by a responsible that is a qualified HUBZone small business concern (SBC) which has not waived its entitlement to a price evaluation preference, the evaluated price of the non-small business's proposal shall be increased by ten (10) percent, solely for the purpose of determining whether award should be made to the HUBZone SBC. In such a case, the proposals of the apparently successful non-small business and the HUBZone SBC shall be considered in accordance with the evaluation factors and the applied price preference, and award made to the offer determined to be most advantageous to the Government. The LCO shall document his/her application of the price preference and further consideration of the offers under this sub-paragraph. Under this RLP the the Government is seeking a minimum of 82,000 to a maximum of 100,000 Net Usable Square Feet (NUSF) of contiguous space within the Area of Consideration not 100,000 only as referenced somewhere in this solicitation.
